Resource Specialist

Cherokee Nation Government Solutions, LLC is seeking an experienced Resource Specialist to support Cherokee and the U.S. Air Force civil engineer architect and engineering services (A&AS) support at Malmstrom Air Force Base, Montana. This position will assist in managing the planning, programming, design, construction, real property, and environmental programs for locations managed by Malmstrom, AFB.

Resource Specialist will Support day-to-day budget administration for assigned Air Force (AF), Major Command (MAJCOM), and installation budget accounts, including organizational components, programs, services, object classes, and line items.

As required by our governmental client, this position requires an active SECRET clearance to be considered .

A government contract requires that this position be restricted to U.S. citizens or legal permanent residents. You must provide documentation that you are a U.S. citizen or legal permanent resident to qualify.

Responsibilities Include:
  • Support budget formulation, execution, administration, monitoring, and reporting activities for assigned CES programs, organizational components, services, object classes, line items, and funding accounts.
  • Apply established budget methods, practices, procedures, regulations, policies, precedents, and AF, MAJCOM, and installation guidance to routine resource-management actions.
  • Assist with developing annual budget requirements, forecasts, spending plans, budget schedules, and supporting documentation for assigned funds and programs.
  • Gather, validate, organize, and analyze financial and operational data from accounting reports, payroll records, data-processing reports, work reports, inventory data, sales data, and other relevant sources.
  • Compare planned budgets against obligations, expenditures, requested allotments, and projected requirements to identify variances, trends, funding issues, and potential impacts to mission execution.
  • Assist in determining whether obligations, expenditures, and requested allotments are within the limitations of approved budgets and available funding.
  • Support preparation and adjustment of budget forms, schedules, reports, financial spreadsheets, and other required documentation in acceptable formats, including documentation reflecting fund assets and liabilities when applicable.
  • Maintain budget records, supporting documentation, financial status reports, and audit-ready files in accordance with established records-management and financial-management requirements.
  • Support recurring financial reviews, status-of-funds reporting, budget briefings, reconciliation activities, and management reporting.
  • Identify potential funding discrepancies, budget execution concerns, or reprogramming requirements; prepare supporting information and refer matters requiring higher-echelon approval through appropriate channels.
  • Coordinate with program managers, project managers, resource managers, financial management personnel, and other stakeholders to obtain budget requirements, clarify financial data, and support timely resource decisions.
  • Use automated financial-management, accounting, data-processing, spreadsheet, and office productivity systems to perform assigned budget functions.
  • Prepare clear correspondence, reports, briefings, funding analyses, and recommendations for management review.
  • Perform other resource-management, budget, financial-analysis, and CES program-support duties as assigned.


Experience, Education, Skills, Abilities requested:
  • SECRET Clearance
  • Associate's or Bachelor's degree in business administration, finance, accounting, economics, public administration, or a related field.
  • Minimum of one (1) year of experience supporting budget, finance, accounting, resource management, or related administrative functions.
  • At least one (1) year of experience applying commonly used budgetary methods, practices, procedures, regulations, policies, and guidance to assigned budget accounts or financial activities.
  • Experience supporting budget formulation and execution activities, including collecting financial data, preparing budget documents, monitoring obligations and expenditures, and assisting with funding forecasts.
  • Working knowledge of funding sources, organizational missions, operational requirements, and the relationship between program needs, accomplishments, and budget requirements.
  • Ability to gather and interpret factual financial and operational data from accounting reports, payroll records, work reports, inventory data, sales data, or similar source documents.
  • Ability to identify routine funding discrepancies or potential reprogramming needs and elevate matters requiring higher-level review or approval.
  • Experience using automated financial, accounting, data-processing, spreadsheet, and office productivity systems to perform budget support functions.
  • Strong attention to detail, organization, analytical ability, and written and verbal communication skills.
  • Ability to work independently on assigned recurring tasks while coordinating effectively with supervisors, financial management personnel, and program stakeholders.
  • Must pass pre-employment qualifications of Cherokee Federal
