Community Planner
Cherokee Nation Government Solutions, LLC is seeking an experienced Community Planner to support Cherokee and the U.S. Air Force civil engineer architect and engineering services (A&AS) support at Malmstrom Air Force Base, Montana. This position will assist in managing the planning, programming, design, construction, real property, and environmental programs for locations managed by Malmstrom, AFB.
The position applies community-planning, engineering, and asset-management principles to help guide installation growth, land use, facility development, infrastructure planning, and compatible-use initiatives. The Community Planner works closely with CES leadership, installation stakeholders, project teams, and external partners to develop practical, supportable planning recommendations.
As required by our governmental client, this position requires an active SECRET clearance to be considered .
A government contract requires that this position be restricted to U.S. citizens or legal permanent residents. You must provide documentation that you are a U.S. citizen or legal permanent resident to qualify.

Responsibilities Include:
- Support 341 CES installation development, comprehensive planning, compatible-use planning, asset management, and related community-planning activities.
- Apply engineering and planning concepts, principles, standards, methods, techniques, regulations, and policies to support installation planning requirements.
- Assist with planning, design, project management, and inspection support for FSRM and other assigned facilities and infrastructure projects.
- Collect, organize, maintain, and analyze planning, facility, infrastructure, land-use, environmental, mission, and asset data to support planning decisions.
- Support the development, update, coordination, and maintenance of installation planning documents, studies, reports, project records, and supporting documentation.
- Review proposed projects, facility requirements, and land-use actions for alignment with installation development plans, comprehensive plans, compatible-use requirements, mission needs, and established planning guidance.
- Conduct planning studies and analyses; identify issues, evaluate alternatives, draw conclusions, and develop recommendations for complex planning and development challenges.
- Support asset-management activities by helping evaluate facility conditions, utilization, requirements, priorities, and investment needs.
- Coordinate with civil engineering personnel, installation organizations, mission partners, project managers, contractors, and other stakeholders to obtain information and resolve planning issues.
- Facilitate or support planning meetings, working groups, site visits, and project reviews; document decisions, action items, recommendations, and supporting rationale.
- Prepare clear written products, including planning analyses, briefings, correspondence, reports, recommendations, and presentation materials.
- Communicate and negotiate planning recommendations with management and stakeholders when proposals involve significant resources or changes to established plans, concepts, or procedures.
- Maintain organized planning records and ensure documentation accurately reflects planning processes, decisions, studies, and project actions.
- Safely operate a motor vehicle to conduct site visits and travel throughout MAFB and the missile field, including travel on paved and gravel roads.
- Perform other community-planning, engineering-support, and CES program-support duties as assigned.
Experience, Education, Skills, Abilities requested:
- SECRET Clearance
- Bachelor's degree in community planning, urban planning, regional planning, civil engineering, architecture, geography, environmental planning, construction management, or a related field
- Minimum of one (1) year of experience in community planning, installation planning, engineering planning, facilities planning, land-use planning, asset management, project management, or a closely related field.
- Working knowledge of engineering and planning concepts, principles, practices, standards, methods, and techniques used in installation community planning.
- Experience or demonstrated technical competency supporting installation development planning, comprehensive planning, compatible-use planning, facilities planning, and/or asset management.
- Knowledge of community-planning concepts, regulations, policies, and methods applicable to facilities, infrastructure, land use, and installation development.
- Ability to gather, assemble, validate, and analyze data from multiple sources; interpret planning guidance; identify issues; and develop practical, supportable solutions.
- Ability to apply established policy guidance to complex planning issues and, when needed, adapt or extend planning techniques and procedures to meet mission requirements.
- Ability to plan, organize, coordinate, and support planning studies, design efforts, project activities, and associated documentation requirements.
- Ability to lead or support multidisciplinary teams, maintain process documentation and records, and coordinate planning actions across multiple stakeholders.
- Ability to present recommendations, negotiate complex planning issues, and build agreement with management and stakeholders on proposed actions.
- Strong oral and written communication skills, including the ability to prepare clear reports, analyses, correspondence, briefings, and planning recommendations.
- Strong interpersonal skills and the ability to establish and maintain productive working relationships with military, civilian, contractor, and external stakeholders.
- Proficiency with standard office productivity software, including word processing, spreadsheets, presentations, and electronic document management tools. Familiarity with planning, mapping, asset-management, or project-management systems is preferred.
