About the Role:

We are seeking an experienced Program Manager to serve as the senior contractor representative responsible for the successful execution of enterprise Student Information System (SIS) modernization, sustainment, and continuous improvement initiatives supporting the United States Air Force (USAF).

This senior leadership role will provide strategic direction across SAP Student Lifecycle Management (SLcM), enterprise application modernization, cloud transformation, IT Service Management (ITSM), cybersecurity compliance, training, and operational sustainment while serving as the primary interface with Government leadership.

Location:

  • Washington, DC Metropolitan Area (Hybrid)
  • Candidates must reside in the District of Columbia, Maryland, or Virginia.
  • This position follows a hybrid work schedule and requires onsite support at a Government-designated location in the Washington, DC metropolitan area.


Clearance Requirements:

  • U.S. citizenship is required.
  • Applicants selected for this position must be able to obtain and maintain a Public Trust clearance.
  • Employment is contingent upon the successful completion of a Government background investigation and all applicable security requirements.


Salary Range:

  • The anticipated salary range for this position is $125,000-$160,000 annually.
  • Final compensation has not yet been determined and will be based on factors including contract award, position requirements, the candidate's qualifications, experience, education, certifications, and geographic location.


Responsibilities:
  • Serve as the senior contractor representative and primary interface with Government leadership.
  • Provide strategic leadership for enterprise SIS modernization, sustainment, and continuous improvement initiatives.
  • Lead programs supporting SAP Student Lifecycle Management (SLcM) and enterprise application modernization.
  • Oversee cloud transformation, ITSM, cybersecurity compliance, training, and operational sustainment activities.
  • Lead Agile software development and DevSecOps delivery teams.
  • Implement and oversee ITIL-based service management practices.
  • Manage program execution, performance, risks, schedules, resources, and deliverables.
  • Coordinate multidisciplinary technical and functional teams to ensure successful program outcomes.
  • Support cybersecurity and compliance activities, including RMF and Continuous ATO processes.
  • Drive continuous improvement and modernization across enterprise systems and services.
  • Maintain strong stakeholder relationships and provide executive-level program communication and reporting.

Minimum Qualifications:

  • Bachelor's degree in Information Systems, Computer Science, Engineering, Business, or a related field.
  • 12+ years of experience managing large Federal IT programs.
  • 7+ years of experience managing enterprise SAP implementation, modernization, or sustainment programs.
  • Experience leading Agile software development and DevSecOps delivery teams.
  • Experience implementing ITIL-based service management.
  • Demonstrated experience supporting Higher Education enterprise information systems is REQUIRED.
  • PMP certification required.
  • ITIL Foundation certification required.
  • Ability to obtain and maintain required DoD background investigation and system access.

Desired Qualifications:
  • Experience supporting Defense Higher Education institutions, such as Air University, National Defense University, U.S. Naval Community College, Naval Postgraduate School, Defense Acquisition University, or Service Academies.
  • Experience with SAP SLcM, SAP S/4HANA, AWS Cloud One, SAP Fiori, SAP PI/PO, SAP Basis, SAP Security, Canvas LMS, and Business Objects.
  • Experience supporting RMF, Continuous ATO, and DoD cybersecurity.
