Job Description
The Work:
As the Vice President of Project Delivery, you will report to the President and be responsible for the growth and delivery of integrated technical solutions for Chinook. You will be a member of the Executive Management Team providing day-to-day management and monitoring of critical infrastructure clients and programs. Further, you will be responsible for the planning, setting, and achieving of revenue and profitability targets, and ongoing oversight of projects. Combining strategic and operational goals, the Vice President of Project Delivery will have the foresight to develop effective client, pricing and organizational strategies, and drive employee growth and productivity. You will assess, manage and minimize risk, ensure compliance with industry standards, regulations, and contract requirements. You will manage the daily operations, clients, and technical aspects of Chinook.
In this role you will work a Hybrid schedule, expected in our Arlington, VA HQ office at times, working from home as well as going out to client sites. Anticipated CONUS/OCONUS travel is expected to be 40%.

Key Responsibilities:
• Provide executive leadership for the planning, execution, and successful delivery of projects and programs across all company lines of business, ensuring alignment with strategic objectives, operational excellence, financial performance, and client expectations.
• Develop and execute project delivery strategies that drive organizational growth, operational excellence, client satisfaction, and long-term business success.
• Establish enterprise-wide project delivery standards, governance frameworks, methodologies, and best practices to ensure consistency, scalability, and successful project outcomes.
• Lead all aspects of project delivery including project controls, scheduling, risk management, quality assurance, financial management, and operational execution across the organization's project portfolio.
• Develop and manage multi-year operational plans, organizational forecasts, budgets, staffing plans, and resource allocation strategies that support the company's strategic growth objectives.
• Establish and achieve revenue, profitability, utilization, and operational performance targets in accordance with corporate strategic initiatives.
• Monitor organizational and project performance through executive dashboards and key performance indicators (KPIs), implementing corrective actions to improve schedule adherence, cost performance, quality, risk management, and client outcomes.
• Conduct monthly, quarterly, and annual operational reviews to evaluate project performance, financial results, schedule adherence, quality metrics, resource utilization, and organizational effectiveness.
• Direct enterprise-wide resource planning and workforce management to optimize staffing levels, subcontractor utilization, and project execution capabilities.
• Partner with Business Development, Operations, and Executive Leadership to support pursuit strategies, proposal development, client presentations, contract negotiations, and the successful transition of projects from capture through execution.
• Serve as Executive Sponsor for strategic clients and high-profile programs, developing executive relationships, ensuring exceptional client satisfaction, mitigating project risks, and promoting long-term business growth.
• Represent the company with clients, industry organizations, professional associations, and community partners to strengthen the company's reputation, expand market presence, and support strategic business development initiatives.
• Collaborate with Human Resources and Recruiting to attract, develop, mentor, and retain high-performing professionals while fostering a culture of accountability, teamwork, and continuous improvement.
• Oversee leadership development, succession planning, performance management, coaching, and ongoing professional development initiatives for project delivery personnel.
• Drive continuous improvement initiatives by implementing innovative project delivery methodologies, technologies, digital tools, automation, and standardized processes that improve efficiency, quality, and client value.
• Develop, publish, and implement project management policies, procedures, reporting standards, and performance dashboards to ensure data integrity, transparency, and executive visibility across all projects.
• Ensure project teams fully leverage internal systems, ERP platforms, project management technologies, and business intelligence tools to improve execution, reporting, and decision-making.
• Ensure compliance with contractual requirements, company policies, industry standards, regulatory requirements, health and safety programs, security protocols, and quality management systems.
Minimum Qualifications
• Requires a Bachelor's Degree in Engineering, Construction Management, Business Administration, Project Management, or a related field; Master's Degree preferred.
• Requires at least 20 years of progressively responsible experience leading large-scale engineering, construction, federal, or technical project delivery organizations.
• Must have a minimum of 10 years of executive or senior leadership experience overseeing project delivery, program management, and operational performance.
• A minimum of 10 years of experience leading, developing, and managing multidisciplinary teams is required.
• Requires extensive knowledge of project delivery methodologies, program management, engineering, construction, commissioning, facilities operations, organizational leadership, and project governance.
• Demonstrated experience managing complex Federal Government and commercial contracts, including project execution, contract compliance, financial management, and client relationship management.
• Must possess extensive experience implementing, optimizing, and governing enterprise Project Management, ERP, Project Controls, Scheduling, Financial Management, and Business Intelligence platforms.
• Requires proven experience establishing organizational governance, operational standards, performance metrics, and continuous improvement initiatives across multiple business units.
• Must possess exceptional financial acumen, including forecasting, budgeting, revenue management, profitability analysis, resource planning, utilization management, and operational performance management.
• Strong executive communication, negotiation, strategic planning, organizational leadership, and client relationship management skills are required.
• Must be proficient with Microsoft Office Suite (Excel, Word, Outlook, MS Project, and PowerPoint) and enterprise project management software.
• Requires a valid state-issued driver's license and the ability to travel to various client and project locations as business needs require.

• Must be able to walk construction sites with uneven surfaces, carry up to 25 lbs., climb stairs and ladders, and work both indoors and outdoors in severe weather conditions, in confined spaces, and in dust generating environments.

• Must be able to wear Personal Protective Equipment (PPE) where required.
