Position Title: Program Manager
Location: Panama City Beach, Florida
Clearance: Active Top Secret, or ability to obtain one
Position Overview
ISPA Technology is looking for an experienced Program Manager to lead a large, technically complex Navy program supporting expeditionary command-and-control systems.
This is a hands-on leadership role for someone who knows how to run a program, lead technical teams, work closely with Government customers, and keep people focused when priorities move quickly.
You will be responsible for the overall performance of the program, including staffing, technical execution, schedule, cost, quality, risk, customer communication, and contract compliance. The Government expects contractor management to have full responsibility for performance, authority to make decisions, direct supervision of contractor personnel, and close coordination with the COR and PCO.
What you'll do
You will lead a multidisciplinary team supporting software engineering, systems administration, cybersecurity, software integration, fielded systems, and test activities.
Day to day, that means you will:
Lead overall program execution and serve as the primary interface with the Government customer.
Manage staffing, schedules, priorities, risks, deliverables, and financial performance.
Build and lead a strong technical team, including engineering, cybersecurity, integration, test, and field-support personnel.
Work with technical leads to make sure problems are identified early and resolved quickly.
Keep the customer informed without creating unnecessary noise or surprises.
Make sure the team maintains the staffing and response coverage needed to support mission-critical systems, including 24/7/365 operational requirements.
Manage program reporting, labor utilization, travel, Government property, workforce certifications, and other contract requirements.
Maintain the proper relationship between contractor personnel and Government personnel and ensure the work remains non-personal in nature.
Support transition, hiring, onboarding, retention, and long-term workforce planning.
Help technical teams stay aligned across software, cyber, cloud, virtualization, automation, and fielding activities.
The technical environment includes technologies such as AWS, Azure, VMware, Red Hat Linux, Windows Server, Active Directory, Kubernetes, Docker, OpenShift, Ansible, Terraform, PowerShell, Python, ServiceNow, Splunk, ACAS/NESSUS, and Zero Trust technologies.
You do not need to be the person configuring every system. You do need enough technical understanding to ask good questions, recognize risk, and work effectively with senior engineers and subject-matter experts.
What we are looking for
The ideal candidate will have:
Bachelor of Science in Management Information Systems or a related IT field.
At least 9 years of experience leading and managing expeditionary C5ISRT software programs.
Experience with portfolio management, software integration, and software development supporting mission systems and deployable communications.
Experience with virtualized architectures supporting shore and expeditionary platforms.
Experience supporting Tactical Shore Platform and C4I Arsenal environments.
Linux+ certification.
Active Top Secret clearance, or the ability to obtain one.
Additional experience that would be valuable includes Navy or DoD program management, Agile or DevSecOps environments, RMF and cybersecurity, classified systems, fielding and sustainment, subcontractor management, cost-reimbursement contracts, and geographically dispersed teams.
