The Influence and Integration Department advances ODNI's enterprise priorities by translating policy intent into integrated, executable approaches across the Intelligence Community. The department supports ODNI's policy and mission integration efforts by shaping policy frameworks, strengthening governance and oversight, and guiding capability development that connects strategic direction to mission execution. Through disciplined analysis, enterprise coordination, and sustained partnership, the department aligns policy, mission priorities, and analytic leadership to enable coherent implementation of modernization initiatives and reinforce ODNI's role as the strategic leader of the IC.

Roles & Responsibilities:

The Influence and Integration Department seeks a Microelectronics Engineer to serve as a SME for a microelectronics-related strategic capability initiative for our ODNI sponsor. The Microelectronics Engineer will play a critical role in helping to design, conduct, and analyze the results of lab-based testing and will help with assessing schematics and layouts, mechanical and thermal testing, and PCB design.

Responsibilities include:
  • Serve as an electronics systems engineer and/or electrical engineer to help with assessing schematics and layouts, mechanical and thermal testing, and PCB design
  • Address technical questions from the sponsor and identify technical approaches and experiments to address feasibility concerns.
  • Collaborate across MITRE to leverage in-house microelectronics characterization capabilities to perform hands-on, lab-based work.
  • Effectively communicate technical concepts to project team colleagues, program leads, and, as needed, sponsor senior leadership.
  • Produce white papers and briefings describing the initiative to a variety of audiences.
  • Support initiative engagement activities across the IC, DOW, and industry.


Basic Qualifications:
  • Typically requires a minimum of 5 years of related experience with a Bachelor's degree; or 3 years and a Master's degree; or a PhD with relevant experience who can immediately contribute at this job step; or equivalent combination of related education and work experience.
  • Degree in Computer Science, Materials Science, Electrical Engineering, Physics, or a related field.
  • Experience working with some of the following: assessing schematics, PCB design, electronics T&E, mechanical and thermal testing of board-level components, FPGA's, and ASICs.
  • Ability to effectively communicate complex technical concepts to audiences with diverse technical backgrounds.
  • Ability to produce white papers and briefings describing technical and programmatic content to a variety of audiences.
  • Must have an active Top Secret/SCI w/Poly U.S Government issued Security Clearance. Per the U.S. Government's eligibility requirements, you must be a U.S Citizen to be considered for a security clearance.
  • This position has an on-site requirement of 5 days a week on-site.


Preferred Qualifications:
  • Possess a strong understanding of the end-to-end semiconductor lifecycle (design, fabrication, package assembly, and test), relevant applications, and the broader microelectronics industry ecosystem, including supply chains
  • Familiarity with Intelligence Community and/or Department of War sponsors and missions, and microelectronics-related initiatives underway within the IC and DoW.
  • Possess a strong understanding of some of the following: end-to-end semiconductor lifecycle (design, fabrication, package assembly, and test), relevant applications, and the broader microelectronics industry ecosystem, including supply chains.
  • Understanding of the structure of the U.S. Intelligence Community, including the responsibilities of the individual departments and agencies.
  • Skills and familiarity with some of the following: anti-tamper, circuit design, computer engineering, cyber threat analysis, embedded systems, reverse engineering, and VLSI Hardware Description Language.
  • Ability to work out of sponsor location in Bethesda, MD about 10% of the time.

Salary compensation range and midpoint:
$126,800 - $158,500 - $190,200 Annual
