Responsibilities
Noblis provides technology and operational solutions to senior decision makers in the Department of Homeland Security (DHS) in the Science and Technology (S&T) Directorate. The DHS S&T Directorate is the primary research and development arm of DHS and manages science and technology research, from development through transition, for the Department's operational components and first responders. Established by Congress to provide innovative solutions to the nation's homeland security challenges, S&T is the core source of scientific and engineering expertise for DHS and is uniquely postured to enhance our nation's security and resilience by providing knowledge products and innovative technology solutions for the Homeland Security Enterprise (HSE).

The Subject Matter Expert (SME) - DHS S&T HSARPA Strategy and Execution will provide expert-level strategy development, program management, and analytical support to the Homeland Security Advanced Research Projects Agency (HSARPA) within the Department of Homeland Security's (DHS) Science & Technology Directorate (S&T). HSARPA is responsible for identifying and developing technologies to address homeland security capability gaps and transitioning solutions to DHS operational components and first responders.
This position will build and maintain strategic technology roadmaps, align cross-functional teams around shared priorities, track program performance against milestones, and drive execution across a dynamic portfolio of research and development investments. This role manages change across programs and portfolios, supporting technology transition planning and adapting strategies in response to evolving mission requirements and emerging threat landscapes.
The successful candidate will be self-motivated, operate well in a dynamic environment, effectively manage competing priorities, and be comfortable developing and providing recommendations to further HSARPA's strategic priorities to senior leadership. This individual must be proactive in proposing new initiatives, developing strategy to bring ideas to life, and personally owning execution from concept through delivery.
This is currently a hybrid position requiring staff to be in-person at the DHS S&T client site in Washington, DC as needed in accordance with the requirements of the contract. Applicants must be located within the National Capital Region.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

Responsibilities include, but are not limited to:
- Building Roadmaps: Developing and maintaining strategic technology roadmaps aligned with DHS S&T priorities, operational capability gaps, and emerging threat landscapes, ensuring HSARPA investments are sequenced and resourced to achieve mission outcomes.
- Aligning Teams: Facilitating cross-functional coordination among Portfolio Managers, Program Managers, performers, and DHS operational components to ensure unified execution toward shared strategic objectives across HSARPA's portfolio.
- Tracking Progress: Monitoring project and program performance; reviewing deliverables to ensure technical, programmatic, and financial goals are met; identifying and mitigating program risks; and reporting status to senior leadership.
- Driving Execution: Supporting the identification, assessment, evaluation, and testing of existing and emerging technologies, systems, and capabilities, including coordination with related government, academic, and industry programs to accelerate transition to operational use.
- Managing Change: Leading change management initiatives across programs and portfolios; supporting technology transition planning to respective operational customers; and adapting strategies based on evolving mission requirements and stakeholder priorities.
- Providing support to Portfolio and Program Managers in their continued engagement with DHS S&T customers on the receipt, prioritization, and regular reporting of operational capability gaps.
- Providing data collection and analyses of user requirements and of existing and emerging systems, capabilities, and technologies to inform strategic investment decisions.
- Assisting with planning technology transitions to the respective operational customer, including coordinating with transition partners and documenting transition plans and outcomes.
- Attending meetings, workshops, conferences, and program reviews to provide programmatic and technical review, recording meeting minutes, and contributing to program management dialogue with performers.
- Supporting management response to program-aligned S&T Executive Secretary data calls, compiling information and preparing reports for senior leadership.
- Developing, maintaining, and monitoring program budgets including gathering, reviewing, and analyzing monthly reporting information from project/program performers and developing budget execution plans.
- Supporting development of Statements of Work and required financial documentation for new and continuing program activities.
- Drafting and coordinating executive-level communication materials including presentations, memos, point papers, and briefings for senior leadership and external stakeholders.
Required Qualifications
- Advanced Degree with 10+ years of related experience or 15+ years of related experience.
- Eligibility to obtain a DHS Suitability determination.
- Demonstrated experience in strategic planning and roadmap development for technology-focused organizations.
- Proven project management skills with experience tracking milestones, budgets, and deliverables across multiple concurrent programs.
- Strong data analysis capabilities, including the ability to synthesize complex technical and programmatic information into actionable insights for senior leadership.
- Strong written and verbal communication skills, with the ability to clearly articulate complex information to technical and nontechnical audiences.
- Demonstrated problem-solving ability in dynamic, fast-paced environments with competing priorities.
- U.S. Citizenship required.
- Candidates must have a Secret Clearance, with ability to attain a TS/SCI
Desired Qualifications
- Direct experience supporting HSARPA or DHS S&T program offices, or other government ARPA Offices.
- Experience providing program oversight of multi-workstream portfolios, including tracking milestones, managing dependencies, and reporting on initiative health to senior leadership.
- Demonstrated experience serving as an integrator or coordinator across multiple concurrent lines of effort serving DHS, DoD, or other national security organizations.
- Experience with DHS S&T acquisition processes, Other Transaction Authorities (OTAs), and Broad Agency Announcements (BAAs).
- Familiarity with technology readiness levels (TRLs) and technology transition frameworks applicable to homeland security mission domains.
- Experience with CBRNE, cybersecurity, border security, or other DHS mission-relevant technology domains.
- Knowledge of the DHS Component operational landscape and capability gap identification processes.
- Demonstrated ability to analyze and improve programmatic processes and workflows, inclusive of leveraging tools to automate routine reporting tasks.
- Demonstrated ability to work independently and at pace with senior executives, rapidly translating strategic direction into delivered products.
- Experience with project tracking, collaboration, and work management tools such as Excel, SharePoint, Power BI, and MS Teams.
- Project Management Professional (PMP) certification or equivalent certificate.
- Facilitation certificate or certificate in design thinking
- Active Top Secret clearance (SCI preferred) and current DHS Suitability are strongly preferred.
