Technical Business Analyst
Atlanta, GA / Hybrid

Blu Omega is seeking a Technical Business Analyst to support a federal program focused on public health data modernization. This role operates within a remote environment with occasional onsite requirements and is responsible for facilitating requirements gathering, process analysis, and supporting Agile delivery within a government health agency environment. The position requires experience in requirements management, Agile principles, and knowledge of data and business systems.

Program Overview

This CDC program is an initiative within the Centers for Disease Control and Prevention's Emerging Infections Program that strengthens and modernizes public health data systems to improve infectious disease surveillance, data sharing, and response efforts. It supports efforts to enhance interoperable data reporting, modernize information systems, and improve data quality and timeliness.

Responsibilities
  • Serve as a bridge between business stakeholders and technical teams to translate business needs into clear, testable requirements
  • Conduct research and fact-finding to define systems scope and objectives
  • Analyze existing implementations and recommend improvements and automation opportunities
  • Facilitate requirements gathering sessions using interviews, process descriptions, use cases, and workflow analysis
  • Document business, functional, and non-functional requirements, and translate into technical specifications
  • Break requirements into small, valuable stories with clear acceptance criteria and business rules
  • Develop as-is and to-be process flow diagrams and organize artifacts into a centralized repository
  • Support User Acceptance Testing, including planning, scripting, facilitating, and validating solutions during deployment

Required Qualifications
  • 3+ years of experience working directly with business system users to elicit and document requirements, including acceptance criteria
  • Experience within an Agile delivery framework, with understanding of Agile principles and ceremonies
  • Experience with IT or data analytics
  • Proficiency in Jira or modern project management tools such as Azure DevOps
  • Ability to conduct requirements gathering sessions and document system requirements and workflows
  • Experience supporting User Acceptance Testing and validating solutions during deployment
  • Ability to obtain and maintain a CDC Public Trust or Suitability/Fitness determination

Preferred Qualifications
  • Experience serving as a backup Scrum Master
  • Experience working with government health agencies
  • Knowledge of data structures, relational databases, data lineage, and data governance principles
  • Professional certification such as CBAP or PMI-PBA

Compensation
Salary Range: $70,000.00 - $105,000.00
Final compensation is based on experience, skills, and certifications.
