Program Manager MFOM

Our Program Manager will provide executive leadership for the successful execution of a mission-critical U.S. Navy software modernization program. This position is responsible for the overall technical, operational, financial, and contractual performance of the Fleet Maintenance and Readiness Mission (MFOM) while leading cross-functional teams supporting systems engineering, software development, cybersecurity, infrastructure engineering, and product management. As the primary interface with Naval Information Warfare Center (NIWC) Atlantic, Program Executive Office for Manpower, Logistics, and Business Solutions (PEO MLB), and Fleet stakeholders, the Program Manager ensures successful delivery of modernized maintenance readiness capabilities. Salary Range: $150,000 to $180,000 annually, depending on experience. This position is contingent on contract award.

Key Responsibilities:

• Provide executive leadership and overall program management for a large-scale U.S. Navy software modernization contract.
• Serve as the primary point of contact for Government stakeholders, including NIWC Atlantic, PEO MLB, and Fleet representatives.
• Direct all technical, operational, financial, contractual, and staffing activities to ensure successful program execution.
• Lead multiple cross-functional teams supporting systems engineering, software development, cybersecurity, infrastructure engineering, product management, and DevSecOps initiatives.
• Lead program execution in accordance with Agile methodologies and principles, ensuring Agile practices are consistently applied across planning, prioritization, execution, team collaboration, performance monitoring, stakeholder engagement, and delivery.
• Provide program-level oversight of Agile Release Trains (ARTs), ensuring alignment among program objectives, technical execution, customer priorities, and delivery commitments.
• Develop and manage integrated program schedules, budgets, staffing plans, risk management strategies, and performance metrics.
• Ensure contract deliverables are completed on schedule, within budget, and in compliance with quality and cybersecurity requirements.
• Monitor program performance, identify risks, and implement mitigation strategies to support successful contract execution.
• Coordinate resources across technical teams to maximize efficiency and support evolving mission requirements.
• Establish and maintain effective communication with Government leadership, subcontractors, and internal stakeholders.
• Prepare executive briefings, status reports, financial updates, and program documentation for customer review.
• Mentor program leadership and promote continuous process improvement using Agile, Lean, and DevSecOps best practices.
• Ensure compliance with contractual requirements, organizational policies, and applicable DoD standards.

This is a full-time, exempt, salaried position located primarily on-site in Chesapeake, VA, with occasional travel to San Diego, CA; New Orleans, LA; and Charleston, SC.

Qualifications:

• Master's degree and PMP (Project Management Professional) certification required.
• 10 years of experience in operations management, including the management and coordination of organizational, branch, plant, or department operations, strategies, and activities.
• Demonstrated experience in the development of strategic plans, organizational performance management plans, and organizational governance structures.
• Demonstrated experience leading complex technical programs supporting the U.S. Department of Defense or Federal Government.
• Demonstrated experience guiding significant organizational change management efforts.
• Experience managing multidisciplinary teams across software engineering, systems engineering, cybersecurity, and infrastructure organizations.
• Demonstrated knowledge and experience applying Agile methodologies and principles to program execution, including iterative planning, prioritization, team coordination, stakeholder engagement, performance monitoring and delivery.
• Experience managing large-scale Navy or DoD software engineering programs preferred.
• Experience leading programs incorporating Model-Based Systems Engineering (MBSE), and DevSecOps methodologies preferred.
• Must be a U.S. Citizen due to Federal Contractor requirements.
• Active U.S. Government Secret Security Clearance required.
