The Space and Intelligence Division provides professional services to the US Space Force, Combatant Commands, Intelligence Community, and NASA. The Intelligence Programs Group (IPG), part of SPA's Space and Intelligence Division, is a specialized provider of systems engineering and trusted advisory services to the Space and National Intelligence community. We utilize mission-proven, data-driven advisory tools and capabilities. We provide highly technical support to ensure the government acquires cutting edge technology necessary for our National Defense. Our portfolio includes the National Geospatial-Intelligence Agency (NGA), National Reconnaissance Office (NRO), and National Aeronautics and Space Administration (NASA). Responsibilities
SPA has a need for an experienced SETA to provide acquisition and project management support for a U.S. Government R&D program office advancing transformative artificial intelligence and machine learning algorithms. Qualified candidates must possess demonstrated value-added judgement on a full spectrum of activities from pre-acquisition through program execution and performance management. Familiarity with RF, SAR, EW is preferred.

Responsibilities

- Provide overall lifecycle acquisition and program management support to the customer Program Manager(s), Contracting Officer's Technical Representative(s), and Contracting Officer(s).
- Plan and execute end-to-end acquisition lifecycle functions, including performing market research and technical evaluations; developing acquisition strategies, plans, program requirements, and incentive arrangements; and drafting acquisition documents such as Statements of Work, Task Orders, and other required solicitation or contract attachments.
- Develop RFPs, RFIs, and a Contractor Bidders' Library for supported acquisitions while proactively identifying, assessing, and resolving risks associated with acquisition approaches and schedules.
- Support source selections as an advisor, conduct program analysis, provide strategic recommendations, and offer expertise in administering performance management activities.
- Analyze and monitor requirements development, performance metrics, financial limitations, and schedules of awarded contracts and programs.
- Recommend acquisition and program management improvements, track and hold programmatic reviews of all developers' CDRLs, oversee and manage developer award fee activities and contract execution, and identify and coordinate actions across the team.
Qualifications
Required Qualifications:
- US Citizenship with TS/SCI + Poly clearance at date of application
- Please discuss specific polygraph requirements with an SPA Talent Acquisition professional
- Bachelors degree and 14+ years of relevant experience; Masters degree and 12+ years or relevant experience; PhD or JD and 9+ years of relevant experience
- Interpersonal and communication skills for written reports, group discussion, and oral presentations
- Judgement, critical thinking, problem-solving, and analytical skills
- Strong proficiency in Microsoft Office
- Ability to report to designated work location in Chantilly, up to full time, based on the needs of the customer
Desired Qualifications:
- STEM Bachelors highly desired
- Familiarity using tools like Galaxy
- Familiarity with IAAs and MIPRs
- Previous NRO experience
- Familiarity with SAR, RF, EW
