Job Description

Law Enforcement Advisor

BACKGROUND

The U.S. Department of State is the lead institution for the conduct of American diplomacy, & the Secretary of State is the President's principal foreign policy advisor. The Department of State's mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, & implement foreign policy initiatives that build a freer, prosperous, & secure world.

The Bureau of International Narcotics & Law Enforcement Affairs (INL) keeps Americans safe at home by countering international crime, illegal drugs, & instability abroad. INL helps countries deliver justice & fairness by strengthening their police, courts, & corrections systems. These efforts reduce the number of crime & illegal drugs reaching U.S. shores.

The Bureau of International Narcotics & Law Enforcement Affairs, Office of Africa & the Middle East (INL/AME) & the INL Regional Director based in U.S. Embassy Accra are responsible for oversight & implementation of the overall bureau policy & guidance related to law enforcement advising services in Ghana & in Anglophone West Africa (Liberia & Sierra Leone). These services include programs related to maritime policing & interdiction, counter narcotics trafficking, securing critical mineral supply chains, cybercrime deterrence & investigations.

POSITION DESCRIPTION

USGI is seeking a Law Enforcement Advisor (LEA) at the U.S. Embassy Accra to assist the INL Regional Director & INL Program Coordinator by advising monitoring & managing training. This position includes routine office work at the U.S. Embassy Accra; consultations & engagement with Ghanaian security services in the field, primarily in & around the Greater Accra Region; & consultations & engagement with other security service entities of countries in the region as assigned. The position requires close coordination with Ghanaian & Anglophone West African security services at the executive & mid-level leadership levels & providing technical advice to officers investigating cases with a strong U.S. nexus trained through the INL program.

DUTIES & RESPONSIBILITIES

Assess/Advise

  • Assist & coordinate technical expertise delivery to GPS, Economic & Organized Crime Office (EOCO), & Ghana Immigration Service (GIS) to develop capabilities to detect, investigate, & dismantle cybercrime operations, with a specific focus on scam centers
  • Assist with monitoring INL project implementation to inform & recommend policy & program interventions for INL Program Officer & INL Regional Director decision-making
  • Assess & report to INL Regional Director & INL Program Officer transnational organized crime threats harming Americans in collaboration with Ghanaian security services
  • Coordinate continual analysis as SME on law enforcement areas, institutional developments, & current events impacting national security service abilities & assess relevant impending criminal justice sector needs & obstacles to self-improvement. Communicate this information to the Ambassador/Chargé d'Affaires, other relevant U.S. Embassy officers, & INL's Washington DC-based program office. Analysis & evaluation will cover law enforcement agencies at the national & regional level, as well as specific municipal forces & specialized units
  • Assist with detailed assessment of law enforcement capabilities as directed to evaluate program design, scope, & implementation readiness
  • Disseminate pertinent information on security sector developments related to U.S. government priorities & activities to INL Program Officer & INL Regional Director
  • Coordinate with law enforcement from other regional countries to advance objectives in those countries as identified & assigned by the INL Regional Director or designee


Program & Project Planning, Development, & Execution

  • Provide senior-level subject matter expertise in coordinating program planning, designing, technical assistance, & implementation
  • Assist senior-leadership in the development of program strategies & implementation
  • Identify, review, edit, evaluate, & draft, as necessary, law enforcement & security-related project proposals integrating SMART (Specific, Measurable, Achievable, Relevant, Time-bound) objectives & key performance indicators
  • Assist in the development of a strategic work plan to deliver targeted, case & program-based technical advising to Ghanaian & Anglophone West African security services to improve their capability to detect, investigate, & dismantle transnational organized crime, with a specific focus on maritime crime, counter narcotics trafficking, critical mineral supply chains vulnerabilities, & cybercrime
  • Provide ongoing guidance & practical learning opportunities to Ghanaian & Anglophone West African security services to develop & implement standard operating procedures, policies, reference materials, & best practices to strengthen their investigative capabilities & conduct complex cases
  • Identify & recommend priority training & strategic capacity needs with sustainment plans, including budget projections where feasible, used to design, adjust, & implement INL programs
  • Coordinate with INL stakeholders - to include Ghanaian & Anglophone West African beneficiaries, INL-funded implementing partners, & U.S. law enforcement - to monitor & report on significant developments in a timely manner, evaluate results, & support necessary mid-course adjustments specific to INL-funded programming
  • Assist with the design of INL regional law enforcement programming in other countries in the region as identified & needed


End Use Monitoring

  • Assist with continuous oversight of INL-funded projects to ensure U.S. Government-provided commodities are used & maintained as intended & to flag for the End Use Monitor Coordinator any concerns regarding fraud, corruption, waste, or mismanagement
  • Accompany End Use Monitor Coordinator on formal End Use Monitoring site visits & support associated reporting requirements, as appropriate


Briefing & Reporting

  • Under the direction of the INL Regional Director, prepare, coordinate, & ensure the timely issuance of one-time & periodic reports on INL-supported projects to include the impact of legislation & the political environment on national law enforcement development
  • Utilize DevResults to enter data call information such as, but not limited to, contraband seizures, money laundering asset seizures & activities, & narcotics trafficking gathered from Ghanaian & Anglophone West African security services used in INL reporting products
  • Respond to inquiries & requests for information from INL Program Officer & INL Regional Director
  • Draft Assistant Secretary Daily Action Reports (ASDARs) & cables when directed by INL Regional Director or INL Program Officer
  • Under direction of INL Regional Director, prepare background materials & reports to be used by INL Regional Director & other U.S. government actors in preparing speeches, briefings, & testimonies to articulate INL engagement on security sector issues in Ghana & in Anglophone West Africa
  • Attend all required briefings & provide briefings as required on relevant lines of effort as directed by the INL Regional Director


Coordination

  • Foster & maintain a professional network with security counterparts operating in Ghana & other Anglophone West African countries & assist gathering national statistics relevant to INL projects & required reporting, i.e. seizures, arrests, etc.
  • Represent INL as directed by INL Regional Director for INL projects & meetings where participation is required
  • Serve as delegation lead or escort officer for official travelers & assist with arranging travel itineraries, as appropriate


Working Responsibilities

  • Maintain situational awareness of Ghanaian & Anglophone West African law enforcement-related current events including daily news clips & proactively inquire more information from host government contacts when relevant to INL priorities & programming. Provide situational updates to INL Regional Director, as appropriate
  • Participate in INL & Embassy meetings, as scheduled
  • Uphold Leahy Vetting requirements for all foreign assistance training & materiel activities
  • Collaborate with INL Accra team on administrative tasks including, but not limited to, information sharing, record keeping, task coordination, local contacts identification, & scheduling management
  • Perform other delegated duties as assigned by INL Program Officer or INL Regional Director to support INL programs


MINIMUM QUALIFICATIONS

  • U.S. Citizens, Third Country National (TCN), or Local National (LN)
  • Bachelor's degree from an accredited institution in international relations, law enforcement, public policy or related field (ten (10) years professional law enforcement experience can be substituted)
  • At least twelve (12) years of experience with U.S. law enforcement or military, experience briefing in English, with demonstrated leadership responsibilities, decision-making, mentorship, & official report writing duties
  • Demonstrated experience working overseas in an Embassy environment
  • Three (3) years specialized experience depending on the position (e.g. intelligence, firearms, gangs, kidnapping, drugs, internal affairs)
  • Knowledge of, & skill in, correct usage of English grammar, spelling, punctuation, capitalization, & style; comfortable working in English at or above a level equivalent to a recognized foreign language proficiency measurement framework, such as the Foreign Service Institute's defined 3/3 level, defined as General Professional Proficiency - demonstration or proof of language capability required, unless the individual is a native English speaker
  • Graduation from an accredited law enforcement academy or military training institution
  • Demonstrated basic computer skills & demonstrated proficiency in Microsoft Office products including but not limited to Word, Excel, Outlook, Teams, OneNote, & PowerPoint


PREFERRED QUALIFICATIONS

  • Two (2) years of overseas experience advising & training foreign security partners or with international security sector reform in Africa or a developing country
  • Demonstrated experience writing training plans, statements of works, standard operating procedures, curriculum, & detailed instructions for law enforcement
  • Demonstrated ability to liaise & maintain ongoing professional network with local & international partners in culturally diverse & diplomatic environments
  • Demonstrated superior coordination, collaboration, interpersonal, oral, & written communication skills
  • Demonstrated familiarity with U.S. Leahy vetting law & requirements
  • Law Enforcement Instructor certification or adult-learning instruction equivalent certification
  • Three (3) year's total of specialized experience in at least three (3) of the following law enforcement areas: operations, maritime police, counternarcotics, combatting transnational organized crime, investigative operations, cybercrime investigations, intelligence analysis, curriculum development, or training
  • Two (2) years of experience working in U.S. embassy environment
  • Prior experience supporting or working within the Department of State's International Narcotics & Law Enforcement Bureau
  • Served as an active-duty police officer within the past ten (10) years
  • Demonstrated experience monitoring & evaluation including developing unit standards & metrics
  • Ability to speak & read French; comfortable working in French at or above a level equivalent to a recognized foreign language proficiency measurement framework, such as the Foreign Service Institute's defined 3/3 level, defined as General Professional Proficiency - demonstration or proof of language capability required, unless the individual is a native French speaker


REPORTING AND RELATIONSHIPS

The contractor will report to his/her contracting company & will receive directions from the CO, Contracting Officer's Representative (COR), &/or Government Technical Monitor (GTM).

LEVEL OF EFFORT

Hours for this full-time position will be Monday through Friday, 8 hours per day, 40 hours per week, incorporating the core hours of the U.S. Embassy Accra (8:00 AM to 4:00 PM).

TELEWORK

This position is not eligible for teleworking.

SUPPLEMENTAL HOURS

Supplemental hours for this position are not authorized.

POSITION LOCATION

The physical work location is the U.S. Embassy GHANA at 24 Fourth Circular Road, Cantonments, Accra, GHANA.

GOVERNMENT FURNISHED EQUIPMENT

DOS will provide office space, computer, email account, cell phone, & other required equipment & supplies necessary to complete all job requirements. DOS will own & maintain all government furnished property.

CLEARANCE REQUIREMENT

A Moderate Risk Public Trust (MRPT) is required for this position; however, the contractor may begin work with an interim Moderate Risk Public Trust (MRPT). If the incumbent is a Local National (LN), they will be required to meet security access requirements for the U.S. Embassy Regional Security Office (RSO) local vetting. If applicable, badge issuance will be in compliance with RSO guidance.

TRANSPORTATION

Transportation shall be for official business use only & is cost reimbursable as another direct cost (ODC). Driver expenses are authorized on a cost reimbursable basis for official use only. Driver services may be obtained for transportation to & from approved official site visits necessary for performance of the duties outlined in this Statement of Work only. Rental car expenses are authorized on a cost reimbursable basis for official use only. Rental car services may be obtained for transportation to & from approved official site visits necessary for performance of the duties outlined in this Statement of Work only. Driver & rental car use for routine home to office travel, recreation, etc. is not authorized. The contractor is responsible for tracking driver, rental car use, & mileage. Mileage logs & other supporting documentation must be submitted with the contractor's monthly invoice.

TRAVEL

Travel is authorized for this position in accordance with the award & shall not exceed the designated ceiling.

TRAINING

This BPA Call provides for mandatory training for DOS-specific equipment, systems, & processes (reference 13 FAM 300 Agency Mandated Training), which shall be completed promptly & in accordance with Department policy. This training does not require INL Contracting Officer (CO) approval.

Travel-related mandatory training (e.g., FACT CT420, FACT CT650 Training) may be required at the discretion of the INL Director & Regional Security Officer (RSO) at the OCONUS location traveling to & needs INL Contracting Officer approval.

TPCs are encouraged to take other INL-delivered training courses, & State-specific training through NFATC in coordination with the INL program office, & with CO approval. PRE-DEPLOYMENT SUPPORT

Pre-deployment support is required for this position. This may include the completion of any consultations up to one (1) week with the INL Program Officer, INL/AME, INL/Results & Criminal Deterrence, INL/Aviation & Cross-Border Programs, Bureau of African Affairs, Bureau of Counterterrorism, & Bureau of Arms Control & Nonproliferation briefs at appropriate clearance levels in Washington, D.C.

PREP is for TPCs whose position is primarily to work with host government or foreign counterparts to train or advise them, or to support other TPCs in that work. The Advisor may not deploy prior to completing the training. Registration: https://www.inlprep.org/
