The Influence and Integration Department advances ODNI's enterprise priorities by translating policy intent into integrated, executable approaches across the Intelligence Community. The department supports ODNI's policy and mission integration efforts by shaping policy frameworks, strengthening governance and oversight, and guiding capability development that connects strategic direction to mission execution. Through disciplined analysis, enterprise coordination, and sustained partnership, the department aligns policy, mission priorities, and analytic leadership to enable coherent implementation of modernization initiatives and reinforce ODNI's role as the strategic leader of the IC.

Roles & Responsibilities:

The Influence and Integration Department seeks an Intelligence Community (IC) Data Integration Subject Matter Expert (SME) to support our government sponsors in developing and implementing data governance and data integration policy across the enterprise. The Data Integration SME will apply their understanding of complex data management, interoperability, and AI integration challenges to inform the development policy and governance strategies and to support senior leader decision makers.

The Data Integration SME will play a key role in helping sponsors align enterprise data strategy with mission needs across the Intelligence Community. The successful candidate will have a strong understanding of data governance, data integration, data interoperability, and enterprise data management practices, along with sufficient technical literacy to assess how these affect the IC's ability to leverage AI-enabled capabilities to improve mission outcomes. The candidate will also be expected to develop clear, concise, technically accurate, and actionable deliverables; contribute cohesively to a high-performing team; and communicate complex technical concepts to a range of audiences including senior decision makers.

The candidate should have recent and robust experience in many of the areas specified below:
  • Strong foundation in data governance, data integration, data engineering, and enterprise data management principles.
  • Understanding of key concepts related to data architecture, data interoperability, metadata management, data standards, data quality, data lifecycle management, and information sharing.
  • Familiarity with AI integration considerations, including how AI capabilities rely on, interact with, and create demands on enterprise data environments.
  • Ability to contribute to and create clear and concise deliverables for senior Government decision makers on data governance, integration, and AI-related topics.
  • Ability to align data integration and governance capabilities to enterprise-wide mission needs.
  • Ability to support the development of implementable data-related and AI-enabled roadmaps, strategies, governance frameworks, and/or policies.
  • Ability to serve as a connector between government sponsors, mission stakeholders, and industry leaders supporting data and AI initiatives.


Basic Qualifications:
  • Typically requires a minimum of 10 years of related experience with a Bachelor's degree; or 8 years and a Master's degree; or a PhD with 5 years' experience; or equivalent combination of related education and work experience.
  • Technical literacy in data governance, data integration, and AI-related concepts, with the ability to communicate effectively with technical and non-technical audiences.
  • Familiarity with Intelligence Community data sharing, interoperability, and governance challenges.
  • Experience supporting efforts that connect data strategy, governance, and integration activities with emerging AI capabilities.
  • Outstanding written and verbal communication skills.
  • Ability to serve as an impactful, forward-leaning team member.
  • Must have an active Top Secret/SCI with Polygraph U.S Government issued Security Clearance. Per the U.S. Government's eligibility requirements, you must be a U.S Citizen to be considered for a security clearance.
  • This position has an on-site requirement of 5 days a week on-site.


Preferred Qualifications:
  • Master's Degree or PhD in Data Science, Computer Science, Information Systems, Data Analytics, Artificial Intelligence, or related field.
  • Previous experience supporting a government-sponsored program focused on enterprise data governance, data integration, digital modernization, or AI integration.
  • Ability to develop enterprise data governance and integration policy, enterprise architecture, implementation plans, and AI integration strategies.
  • Previous direct support to senior-level leaders.

Salary compensation range and midpoint:
$171,000 - $213,500 - $256,000 Annual
