Job Description

Duties

  • You will serve as the primary point of contact for all aspects of data architecture, data strategy, and enterprise data management within Team Submarine.
  • You will manage a team of data engineers and architects, oversee internally managed systems/tools, and design standards for data interoperability across submarine platforms and shore based support facilities.
  • You will be responsible for data framework mapping, digital twin architecture, migration of legacy SharePoint data into enterprise lakes, and lifecycle data management for both legacy and future submarine classes.
  • You will work with internal and external resources to test the scalability, integrity, and security of enterprise data systems.
  • You will provide detailed analysis and subject matter expertise for the strategic planning of data capabilities within the Team Submarine.
  • You will advise the Command on new Navy Data Strategy mandates, Department of War (DoW) instructions, and the rigorous security requirements required for deploying automated Power Platform workflows.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector designing and developing enterprise applications, workflows and other tooling, designing and managing enterprise data architectures and data strategies by utilizing data engineering, relational database platforms, or cloud migration technologies in order to drive digital modernization and ensure seamless data interoperability across naval systems. This expertise is demonstrated through leading the development of secure, low-code custom applications and automated enterprise workflows using Power Apps, Power Automate, and Microsoft Dataverse. Furthermore, this includes architecting advanced business intelligence and analytical reporting solutions with Power BI and Power Query; directing robust relational database management and scalable cloud migrations utilizing SQL, SQL Server, and Azure SQL; enforcing rigorous software development lifecycles via Git version control; and overseeing enterprise-level platform administration and cloud identity management through Microsoft Entra ID and Power Platform Admin centers to enforce strict role-based access control and compliance across secure military networks. Finally, this includes executing strategic knowledge management oversight and advanced SharePoint administration to design and manage structured document and code repositories, ensuring seamless information sharing, data lifecycle governance, and secure collaboration across the enterprise.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include translating highly complex technical topics to senior leaders and civilian/military stakeholders.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include identifying systemic IT or cyber vulnerabilities, analyzing root causes, and implementing solutions.

Additional information

This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-04 broadband level encompasses positions equivalent to GS-14 and GS-15.

This position has a control point; thus the salary range may be capped at GS-15, step 05, which is equivalent to $191,850. If you're current salary is above this amount, your salary may be matched.
