Duties
The purpose of this position is: as an Air Reserve Technician (ART) Position accomplishes Combat Crew Communications responsibilities. Additionally, provides training to reservist in the accomplishment of the tasks set forth herein.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 0391.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Specialized Experience (for positions above GS-5): Have at least one year of specialized experience at the GS-07 grade level (or higher) or equivalent in other pay systems. Examples of specialized experience includes: practical knowledge of commonly applied telecommunications principles, concepts, and methodologies in performing work assignments and other projects requiring a knowledge of standardized telecommunications approaches, methods, and techniques. To be creditable, the specialized experience must have been at the GS-07 grade level or equivalent. Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.

Education: Have successfully completed a master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. NOTE: You must have undergraduate Education that (1) Must have specific course work that meets the requirements for a major in a particular field(s), or (2) have at least 24 semester hours of course work in the field(s) identified. Combination: Have less than the full amount of specialized experience described and have completed some graduate education. Therefore, have a combination of experience and education. FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of standardized telecommunications concepts, principles, and practices regarding deployable communications equipment and systems.
2. Knowledge of the operating characteristics of and interoperability requirements for specialized communications systems.
3. Knowledge of information systems security principles and methods.
4. Skill in weighing the impact of variables such as changes in electronic and other equipment characteristics, equipment availability, interoperability of components, and types of communications required.
5. Ability to resolve problems or questions by gathering and analyzing facts from a variety of sources, forming and communicating conclusions, and making recommendations.
6. Ability to read, comprehends, and interprets communications such as COMSEC messages, operational plans, execution orders, emergency action plans and orders. Ability to communicate effectively both orally and in writing to brief, instruct, and prepare papers and documents.
Other significant facts pertaining to this position are:
1. This is an Air Reserve Technician (ART) position, the incumbent is required to meet and maintain Air Force Reserve requirements.
2. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies(UTA).
3. The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities.
4. May be required to fly in commercial and military aircraft to perform temporary duty assignments.
5. Position works in a high stress area with rapid response situations.

This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency. Retired military that have active AF Reserve assignments may apply provided they show assignment (position) on the application. - Accomplishes combat crew communications (CCC) activities
- Responsible for COMSEC Management and Training.
- Provides support to Flight Operations activities for assigned unit.
- Develops, coordinates, executes, and maintains, peacetime, conventional, and OPLAN 8044 programs within the CCC office.
- Develops and implements combat crew communications control proficiency training and certification programs for combat crew communications, aircrews, augmentees, and others as designated.
