A. One year of specialized experience equivalent to the next grade level in the Federal service as listed below:

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.

Specialized Experience (for positions above GS-5): Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.
Education

As a Telecommunications Specialist at the GS-0391-13 some of your typical work assignments may include:
- Conducts research on new technologies; produces broadcast and production systems designs; and evaluates existing technologies for applicability to WMA enterprise-wide application.
- Uses digital tools like Automatic Computer Aided Design (AutoCAD) to draft blueprints, network topologies, and floor plans.
- Troubleshooting issues related to broadcast equipment implementation and sustainment.
- Manages and resolves technical problems with all types of audio and television production and electronic newsgathering systems, including satellite television platforms and high-end audio production and recording facilities; high definition (HD) television production and recording facilities; audio and television duplication systems; special analog and digital applications; audio and video signal compression systems; audio and video conditioning and processing equipment; computerized electronic imaging systems; fiber-optic transmission and reception systems; digital switching systems; and computer controlled television and radio automation systems.
- Prepares statement of work for equipment and systems requirements, performance work statements, and contracting documents for complex technical acquisitions.
- Ensure repairs to equipment are made in accordance with original equipment manufacturer standards.
- Develops and evaluates complex equipment specifications and requirements, conducts tests, and determines the suitability of off the-shelf electronic equipment, and complex, sophisticated electronic systems to ensure compliance with WMA technical and operational requirements.

- Serving as a senior technical authority for engineering, designing, and implementing enterprise-level broadcast telecommunications systems, developing new operational protocols and technical standards that serve as the blueprint for broadcast operations worldwide.
- Directing the full lifecycle of complex broadcast technologies, from managing long-range procurement and state-of-the-art equipment integration to providing expert-level guidance and hands-on training to military technicians on systems such as satellite newsgathering, HD television, and Audio over IP (AoIP) networks.
- Acting as a Contract Officer's Technical Representative (COTR), preparing and defending statements of work, sole-source justifications, and system designs for complex, multi-million dollar technical acquisitions in compliance with Federal Acquisition Regulations.
