Job Description
MTSI is seeking a Strategy and Governance Lead. The Strategy Lead serves as a key advisor and integrator for organizational transformation within the WA directorate. Drawing upon 10-15 years of defense acquisition strategy, governance, and organizational analysis experience, the individual will guide the development, refinement, and execution of the Fighters and Advanced Aircraft Directorate Portfolio Acquisition Executive Transformation Plan while enabling governance excellence where required. This role requires deep cross-functional knowledge of the defense acquisition enterprise authorities, along with strong communication, organizational, and analytical skills.

Key Responsibilities
Strategic Transformation & Modernization
- Develop, execute, and maintain the directorate's Portfolio Acquisition Executive Transformation Plan, continuously refining its strategic approach to drive modernization and adapt to evolving organizational goals.
- Represent the Portfolio Acquisition Executive and other senior leaders by attending key transformation meetings to ensure strategic alignment and provide executive-level input.
- Create and maintain a comprehensive digital playbook in collaboration with a data analyst/tech developer that codifies standard operating procedures and governance structures and articulates the official strategy for implementing Acquisition Transformation Guidance.
- Implement targeted structural, procedural, and governance improvements designed to optimize transformation efforts and maximize portfolio-level outcomes across all functional areas.
- Measure and document the directorate's achievements in collaboration with a data analyst/tech developer, ensuring all transformation outcomes are clearly aligned with acquisition objectives and primary lines of effort.
Acquisition Authority & Compliance
- Monitor the development and implementation of new acquisition authorities across the directorate to assess their impact and ensure strategic alignment.
- Accelerate the adoption of approved authorities by developing clear guidance, targeted communication materials, and streamlined implementation processes for rapid integration.
- Advocate for additional authorities by preparing data-driven leadership briefings that justify the need and support executive decision-making.
Required Qualifications
- Bachelor's degree in business, public policy, engineering, national security studies, or related field; master's degree preferred.
- 10-15 years of experience in defense acquisition strategy, governance, organizational planning, or portfolio management.
- Experience supporting Air Force or DoD program offices, headquarters, or major command-level organizations.
- Experience operating within SAP environments.
- Ability to obtain and maintain a Top-Secret clearance.
- Exceptional communication, documentation, and executive briefing skills.
- Strong organizational and analytical abilities, with proven success developing and managing complex governance processes.
Desired Qualifications
- Experience supporting corporate governance bodies within the DoD.
- Prior work designing CONOPS or enterprise governance frameworks.
- Familiarity with DAF Corporate Structure processes, emerging acquisition pathways, and regulatory and legislative flexibilities.
- Demonstrated ability to work independently and collaboratively with senior leaders in fast-paced, ambiguous environments.
