Airfield Planner

The Opportunity:

We are seeking a highly experience d and strategic Airfield Planner to support the planning, coordination, and execution of the airfield infrastructure program for the client program, a critical component of the Defense Policy Review Initiative ( DPRI ) . The Airfield Planner will serve as the technical expert for airfield projects through the full project lifecycle, including requirements development, planning, design, construction, activation, and transition to ensure the new facility becomes fully operational by the bilaterally agreed-upon completion date.

The successful candidate will be part of the project delivery team and will work closely with U.S. and Japanese government stakeholders, including U.S. Marine Corps ( USMC ) end users, INDOPACOM, the U.S. Army, various Program Management Activities ( PMAs ) , and Japanese national security organizations. This role requires exceptional technical expertise in military aviation infrastructure and master planning, combined with superior diplomatic and project management skills to navigate the complexities of a large-scale, host nation-funded construction program. The planner will ensure all designs, construction schedules, and operational phasing for the dual-runway airfield and its supporting facilities align perfectly with mission requirements for assigned and transient aircraft.

You Have:

  • 10+ years of experience in military airfield planning, airfield master planning, or military construction ( MILCON ) program management
  • Experience managing complex, multi-phased projects, including developing and tracking integrated master schedules, identifying critical path risks, and leading multi-disciplinary planning teams
  • Experience acting as a primary coordi nato r between military operational units, engineering commands, and government program offices
  • Experience using design and planning sof tware such as AutoCAD, GIS, and spe cia lized aviation tools for clearance and simulation analysis, including AeroTURN or PathPlanner
  • Experience briefing senior military and government offi cia ls
  • Knowledge of Unified Facilities Criteria ( UFC ) , including UFC 3-260-01, and NAVAIR airfield certification standards
  • Knowledge of integration requirements for airfield systems, including Navigational Aids ( NAVAIDS ) , Air Traffic Control ( ATC ) equipment, airfield lighting, and aircraft arresting gear
  • Ability to validate airfield geo met ry, analyze imaginary surfaces, and ensure compliance for runways, taxiways, aircraft parking aprons, and facilities supporting vertical takeoff and landing ( VTOL ) operations
  • Secret clearance
  • Bachelor's degree in Civil Engineering, Airport Management, Urban Planning, or Architecture


Nice If You Have:

  • Experience with USMC aviation operations and specific facility requirements for platforms such as the MV-22 Osprey, CH-53K King Stallion, H-1 series helicopters, and the KC-130J
  • Experience working within the U.S.-Japan security alliance framework, including direct involvement in DPRI, Host-Nation Funded Construction, or SACO- related projects
  • Experience planning and executing a phased airfield transition, including managing the requirements for maintaining full operational capability at a legacy airfield while activating a new one
  • Experience with the unique engineering and environmental challenges asso cia ted with large-scale land reclamation and coastal horizontal construction projects
  • Experience coordinating directly with foreign government entities, and developing and executing comprehensive facility activation plans, including the coordination of personnel, equipment, and logistics support for a new military installation
  • Knowledge of the National Airspace System ( NAS ) modernization program and specific systems being implemented such as DASR, STARS, or VIDS
  • Possession of excellent written and verbal communication skills
  • Top Secret clearance
  • Master's degree in a relevant field
  • Professional Engineer ( PE ) , American Institute of Certified Planners ( AICP ) , or Project Management Professional ( PMP ) Certification

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $77,500.00 to $176,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees.
