Job Description

Duties

  • You will coordinate staff to expedite environmental action on inquiries, complaints, and assistance requests.
  • You will present and arrange environmental program briefings to a command and external organizations.
  • You will create solutions for environmental compliance and planning program issues across an agency.
  • You will plan, direct, and execute program resources and administration functional operations for an organization.
  • You will develop plans and schedules to guide supervisors in meeting program goals, objectives, and priorities.
  • You will oversee the development of long-range plans and strategies supporting an agency mission.

  • Selectee will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Selectee must have and maintain a current valid United States driver's license.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Incumbent may be required to use appropriate safety and Personal Protective Equipment (PPE) such as hard hats, safety shoes, protective eyewear, and on rare occasions PPE such as respirators and protective clothing.
Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

1) persuading others, building consensus, and negotiating agreements with regulatory agencies, local governments, and internal stakeholders to resolve environmental disputes; 2) Providing potentially sensitive environmental issues to senior military leadership, regulatory officials, and the public making clear, convincing presentations; 3) Organizing and setting priorities for a comprehensive environmental program, including determining resource requirements, establishing long-term goals, and monitoring program progress; 4) Managing and optimizing personnel, financial, and material resources for a large-scale environmental program using understanding of DoD budget processes, contracting, and workforce management; 5) Identifying and analyzing highly visible environmental challenges, evaluating alternative solutions, and implementing effective corrective actions in a regulatory or military environment; 6) Developing and implementing long-range environmental plans and policies that align with Navy and DoD strategic goals by analyzing regulations and scientific data to formulate a forward-looking vision.(NOTE: Your answer must be supported by information in your resume.)
