Work location: Orlando, FL or Dallas, TX
You will be the Program Management Sr Manager for the ATACMS Program Management team. Our team is responsible for conversion of ATACMS to DCS, offshore relocation, and program governance.
What You Will Be Doing
DCS Conversion
Strategy & Market Entry: Develop and execute a roadmap to transition ATACMS from FMS to DCS, including market analysis, pricing, and customer engagement.
Export-Control Licensing: Lead preparation, submission, and coordination of DSP-5 marketing-license applications with the U.S. State Department; ensure full ITAR/EAR compliance.
Stakeholder Interface: Work with the Office of the Under Secretary of Defense (Acquisition & Sustainment) and State Department to resolve licensing or export-control issues.
Contract Framework: Define DCS contract structures, warranty terms, and support agreements
Production Offshoring
Relocation Planning: Plan and manage the transfer of the ATACMS production line from U.S. sites to the European JV location.
Tooling & Documentation Transfer: Oversee migration of existing tooling, inspection equipment, and process documentation; create a detailed tooling-migration schedule and risk-mitigation plan.
New Tooling Procurement: Identify, acquire, and qualify additional tooling needed for European production while meeting legacy-design compatibility and cost targets.
Cross-Functional Leadership: Build and lead a multidisciplinary team to execute the offshoring effort.
Program Governance & Reporting
Integrated Management: Maintain an integrated schedule, budget, and risk register; provide regular status updates to senior leadership and key stakeholders.
Manage ongoing relationships with external partners, suppliers, and government agencies throughout the conversion and offshoring lifecycle.

Basic Qualifications
- Program Management - Minimum 10 + years of experience leading large, complex aerospace/defense programs, preferably with FMS to DCS conversion experience.
- Export Control & Licensing - Direct experience preparing and managing DSP - 5 (or equivalent) applications; deep knowledge of ITAR/EAR and U.S. export regulations.
- Manufacturing & Tooling Transfer - Proven track record in relocating production lines, managing tooling migration, and establishing new manufacturing facilities abroad.
- Joint - Venture/International Collaboration - Experience working with foreign partners, joint - venture structures, and cross - cultural teams.
- Leadership & Communication - Strong influence skills, ability to lead multidisciplinary teams, and communicate complex technical concepts to senior executives and government officials.
- Budget & Schedule Control - Demonstrated ability to manage multi - year budgets > $200 M and complex schedules with critical path management.
- Must have an active Secret Security Clearance to be considered
