FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 1 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted time frame. Only experience and education obtained by the closing date of this announcement will be considered.

As a CIVILIAN PAY TECHNICIAN at the GS-0544-8 some of your typical work assignments may include:
- Serves as an advisor to management by identifying and assessing risk using data analytics for accurate reporting in identifying problems/trends and providing advisory services as to proper methods, techniques, and factors.
- Serves as focal point and subject matter expert involving all finance-related requirements of the Civilian Payroll System/Timekeeping Program including tracking, reporting and auditing of related civilian pay financials.
- Provides financial advisory services to the USTRANSCOM Headquarters senior managers, TRANSCOM Oversight Counsel (TOC) members, Resource Advisors (RA) and staff on all USTRANSCOM Headquarters financial management matters relative to funds received by USTRANSCOM from various sources.
- Provides training, instruction, and guidance on all Civ Pay procedures to supervisors, employees, and or unit timecard representatives.

- Utilizing financial regulations as a technical authority to resolve an extensive range of pay issues and problems.
- Resolving complex payroll actions using systems such as Automated Time and Attendance Production System (ATAAPS), Defense Enterprise Accounting and Management Systems (DEAMS), Job Order Cost Accounting System (JOCAS-II), Remedy Action Request System, Defense Civilian Payroll System (DCPS), etc.
- Interpreting civilian pay and leave regulations to provide advisory services to employees and supervisors
- Conducting reviews of financial records to ensure compliance with budgetary guidelines (such as Operations & Maintenance or Transportation Working Capital Funds).
