Blue Rose Consulting Group is seeking an experienced Insourcing & Transition Manager to lead and coordinate the transition of contracted services to internal government or contractor personnel.

The Insourcing & Transition Manager will be responsible for planning, managing, and executing insourcing initiatives while maintaining operational continuity, regulatory compliance, and program objectives. This role requires strong program and project management capabilities, experience managing complex organizational transitions, and the ability to coordinate effectively with government stakeholders, contractors, and cross-functional teams.

Job Responsibilities
  • Lead and manage insourcing projects from initial planning through implementation.
  • Develop comprehensive project plans, schedules, transition strategies, and risk assessments.
  • Coordinate activities with government stakeholders, contractors, program leadership, and cross-functional teams.
  • Monitor project milestones, schedules, budgets, deliverables, and performance metrics.
  • Identify, evaluate, and mitigate project and operational risks.
  • Ensure continuity of operations throughout workforce and service transitions.
  • Support workforce transition planning and implementation.
  • Coordinate knowledge transfer activities between outgoing and incoming personnel.
  • Develop and maintain process documentation, transition documentation, and project records.
  • Provide regular project status updates, risk assessments, and recommendations to program leadership.
  • Track project dependencies and address issues that may impact transition schedules or operational performance.
  • Ensure compliance with applicable federal regulations, contractual requirements, and organizational policies.
  • Support continuous improvement efforts related to operational and transition processes.
  • Manage multiple priorities within a fast-paced and highly regulated environment.
Minimum Qualifications
  • 5+ years of experience managing insourcing, outsourcing, transition, operational improvement, or similar projects.
  • Strong program and project management experience.
  • Demonstrated ability to develop and manage project schedules, risks, milestones, and transition plans.
  • Strong written and verbal communication skills.
  • Strong stakeholder engagement and relationship management skills.
  • Experience coordinating across multiple teams and organizational functions.
  • Proficiency with Microsoft Office and project management tools.
  • Ability to manage multiple priorities within a fast-paced environment.
  • Ability to travel up to 25%.
  • Must be a U.S. Citizen.
  • Ability to obtain and maintain a Public Trust.
Preferred Qualifications
  • Experience supporting federal government contracts.
  • Experience working within federal acquisition and contracting environments.
  • Previous experience managing large-scale insourcing, outsourcing, workforce transition, or operational transformation initiatives.
  • Project Management Professional (PMP) certification preferred.
  • Experience supporting projects within regulated federal environments.
  • Strong knowledge of project risk management, performance tracking, and transition planning.
Education

Bachelor's degree or equivalent experience in Business, Project Management, Public Administration, or a related field.
