Job Description

Duties

- Performs daily Personnel Parachute Rigger support. Serves as a subject matter expert and technical authority in the inspection, maintenance, packing, rigging, and repair of premeditated personnel parachute systems (PPPS), ensuring Aircrew Flight Equipment is maintained to the highest safety standards in accordance with AFMAN 11-301, Volume 1, Chapter 7 and relevant Commercial off the Shelf manuals, & industry best practices.

- Performs aerial delivery rigging operations. Prepares, rigs, and inspects aerial delivery training and operational loads which consist of but are not limited to: Container Delivery System (CDS) bundles, Cargo and Extraction parachutes, Joint Precision Aerial Delivery System (JPADS), Heavy Equipment (HE) platforms, Standard Aircrew Training Bundles (SATBs), and Combat Expendable Platforms (CEPs).

- Operates a variety of Material handling Equipment (MHE) and utilizes safety practices and procedures following established safety rules and regulations and maintain a safe work environment. Transports parachutes, airdrop loads, and recovery equipment using advanced recovery vehicles, such as forklifts up to 10,000 capabilities, 35-foot maritime vessels, Advanced Rescue Craft (ARC) or jet skis, and commercial trucks with 36-foot trailers attached.

- Performs documentation and Quality Control Inspections (QCI) tasks on all systems. Updates inspection information in a variety of automated data management systems.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position.
  • Must be able to obtain and maintain the Secret security clearance.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
  • IAW SA-2020-25 This position requires a physical/medical examination.
  • The physical/medical requirements of this position as determined are frequently lifts and carries items that weigh 30 to 50 pounds independently and occasionally lifts heavier items up to 150 pounds with assistance.
  • Highly desirable qualifications for a DoD Parachute Rigger, RA-1, MC-6, and T11R
  • Highly desirable certifications in Phase I-III Parachute Rigger Curse, Fort Gregg-Adams, Cobham Oxygen Systems, Complete Parachute Solutions Tandem and Butler Course, and DoD Parachute Rigger Course.
  • Position requires access to firearms. Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act of 1968, as amended 30 Sep 96.
  • Employee must sign DD Form 2760, Qualification to Possess Firearms or Ammunition.
Qualifications

CONDITIONS OF EMPLOYMENT CONTINUED: Incumbent must be qualified in the use of required weapons, as the incumbent will be required to use firearms in performing duties.

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4800 - General Equipment Maintenance Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

The screen out element for this position is the Ability To Do the Work of an AIRCRAFT SURVIVAL AND FLIGHT EQUIPMENT REPAIRER (RIGGER) without More than Normal Supervision .

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of aircrew flight equipment inspections and maintenance procedures using, fitting, and caring for aircrew flight equipment; and related supply procedures; and aircrew flight equipment continuation training classes.
  • Knowledge of parachute construction; temperature and humidity effects on parachutes and other fabrics; characteristics of rubberized items as well as the effects of solvent, heat, and pressure on rubber; and a variety of common fabrics, webbings, tapes, etc., to include their finishes, performance, and handling.
  • Knowledge of established rigging trade practices and techniques to select and install weight handling gear used in lifting, moving, air dropping, and positioning a variety of large and heavy objects.
  • Ability to determine and apply accepted aerial delivery load requirements using standard shop mathematics; fractions, equations, and measurements, tools and tool control procedures. Ability to move light- to heavy-weight objects and the use of hand and electric tools in the build-up and breakdown of airdrop platforms.
  • Ability to demonstrate and explain proper usage and operation of aircrew flight and survival equipment; make working sketches and complicated cutting layouts; draw patterns or adjust standard patterns; fit items to spaces with unusual parameters or obstructions; input and extract data from a database using a keyboard (a qualified typist is not required); set up, operate, and perform minor maintenance of equipment used in performing duties.
  • Ability to interpret and communicate technical orders and other published guidance; follow checklists and apply accepted safety regulations, practices, and procedures related to the occupation. Ability to operate motor vehicles such as crane trucks, forklifts, flatbed trucks, and other vehicles of various sizes and capabilities; including performing routine vehicle maintenance.
  • PHYSICAL EFFORT: Requires prolonged standing, sitting, stooping, bending, pulling, lifting, and working in cramped, strained and uncomfortable positions performing inspections and maintenance on AFE equipment. Requires considerable use of arms, hands, and fingers to use power tools and inspect a variety of AFE equipment. Frequently lifts and carries items that weigh 30 to 50 pounds independently and occasionally lifts heavier items up to 150 pounds with assistance. Will be required to work in hot, cold, and inclement environments.

    WORKING CONDITIONS: The majority of the work will be performed in a temperature-controlled environment. Some tasks will require work on the flight line or training site locations in hot, cold, and inclement weather. Subject to high noise levels while working on or around aircraft. Possibility of bruises, punctures, scratches, and other injuries caused by handling sharp tools and materials treated with special finishes. They may work on ladders and scaffolds. Some danger involved in handling munitions and high-pressure oxygen cylinders and working in and around ejection seat aircraft. May be exposed to ionizing radiation if broken compasses are mishandled. Workers are exposed to caustic fumes from adhesives and may be exposed to body fluids while cleaning oxygen equipment. Recovery operations may be performed at sea up to 250 NM off the nearest coastline. The supervisor will provide personal protective equipment.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
