Location: Washington, DC - USCG Headquarters, Douglas A. Munro Headquarters Building
Schedule: Full-time | Hybrid | Minimum 3 days/week onsite, up to 2 days/week telework with COR approval | Core hours 8:00 AM-4:30 PM ET, Monday-Friday
Blue Rose Consulting Group is seeking an experienced Staffing Specialist to support the U.S. Coast Guard Civilian Human Resources Office in Washington, DC.
This position is contingent upon Blue Rose Consulting Group's award of the contract and is subject to final contract requirements and customer approval.
The Staffing Specialist will support the full federal staffing and recruitment lifecycle, from developing vacancy announcements and conducting job analyses through evaluating qualifications and generating best-qualified candidate lists. The role requires direct, current operational proficiency with USAStaffing and USAHire.
This position requires a Tier 1 (T1) background investigation for a Public Trust determination and a Common Access Card (CAC) prior to system access. The position is unclassified and does not require a Secret or higher clearance.

What You'll Do
- Draft new vacancy announcements and recommend modifications or edits to existing announcements.
- Maintain staffing data within the applicable automated staffing system.
- Ensure vacancy announcements are posted to USAJOBS and other appropriate job boards.
- Conduct job analyses to ensure vacancy announcements allow Government personnel to accurately evaluate applicants against position requirements.
- Draft recruitment actions and duty statements, including qualification standards, KSAs/questionnaires, selective factors, weighting, and screen-out elements.
- Conduct qualification analyses and develop synopses of best-qualified applicants.
- Coordinate with USCG HR specialists and SMEs to conduct job analyses and establish specialized experience requirements.
- Print selection certificates following Government HR specialist approval and notify appropriate USCG personnel for action.
- Research federal, DHS, and USCG regulations, policies, and procedures to respond to general staffing questions from employees and applicants.
Minimum Qualifications
- Minimum of six (6) years of experience performing comparable federal staffing support services.
- Expert-level knowledge and direct, current operational proficiency with USAStaffing and USAHire.
- Equivalent experience with other federal staffing systems does not substitute for the USAStaffing and USAHire requirement.
- Strong working knowledge of federal staffing regulations, qualification standards, and hiring authorities, including:
- Delegated Examining
- Merit Promotion
- Direct Hire Authority
- Veterans Recruitment Appointment (VRA)
- Schedule A
- Veterans Employment Opportunities Act (VEOA)
- Proficiency with Microsoft Word, Excel, PowerPoint, and Outlook.
- Strong written and verbal communication skills, particularly for developing vacancy announcements and qualification synopses.
- Ability to interpret Government policies, regulations, and directives and accurately and legally apply those interpretations to staffing actions.
- Previous experience supporting federal civilian recruitment and staffing operations.
- Experience supporting DHS and/or U.S. Coast Guard staffing activities.
- Extensive hands-on experience developing and posting vacancies through USAStaffing.
- Experience conducting federal job analyses and qualification reviews.
- Experience supporting multiple federal hiring authorities and recruitment strategies.
