Schedule: Full-time | Hybrid | Minimum 3 days/week onsite, up to 2 days/week telework with COR approval | Core hours 8:00 AM-4:30 PM ET, Monday-Friday
Blue Rose Consulting Group is seeking an experienced HR Assistant to support the U.S. Coast Guard Civilian Human Resources Office in Washington, DC.
This position is contingent upon Blue Rose Consulting Group's award of the contract and is subject to final contract requirements and customer approval.
The HR Assistant will provide critical administrative and human resources support involving case-file management, records validation, Official Personnel Folder reviews, and personnel and pay-processing activities.
This position requires a Tier 1 (T1) background investigation for a Public Trust determination and a Common Access Card (CAC) prior to system access. The position is unclassified and does not require a Secret or higher clearance.

What You'll Do
- Review Official Personnel Folders (OPFs) and other records to validate Service Computation Dates (SCDs) and perform associated calculations.
- Maintain hard-copy and electronic HR case files.
- Research materials related to precedent and case law as needed.
- Coordinate with HR staff regarding submission of case-related materials and Requests for Personnel Actions.
- Research HR policies and procedures to support case processing and employee inquiries.
- Review and maintain records, scan documents, and enter information into electronic files and databases.
- Extract HR data for reporting purposes.
- Assist HR staff with transactions involving updates or changes to personnel actions.
- Support problem-resolution activities related to personnel and pay processing.
Minimum Qualifications
- Minimum of four (4) years of experience performing comparable HR support services.
- Working knowledge of EmpowHR and National Finance Center (NFC) systems.
- Experience independently coding and processing personnel actions in accordance with OPM's Guide to Processing Personnel Actions.
- Proficiency with Microsoft Word, Excel, PowerPoint, and Outlook.
- Exceptional attention to detail and record-keeping accuracy, particularly when working with Sensitive PII.
- Effective oral and written communication skills.
- Ability to interpret and apply federal, DHS, and USCG HR policies, regulations, and directives.
- Previous experience supporting a federal Civilian Human Resources Office.
- Experience reviewing federal Official Personnel Folders.
- Experience validating Service Computation Dates.
- Familiarity with DHS and/or U.S. Coast Guard HR policies and processes.
- Experience handling Sensitive Personally Identifiable Information and official federal personnel records.
