Description
Leidos is seeking a Project Plan Manager to support the Indo-Pacific Logistics and Sustainment Services (ILS2) contract in Hawai’i. This position develops and maintains project plans supporting contract execution and operational objectives across the ILS2 program. This position sits within the program's Emergent Operations team and must be able to shift project planning support to crisis action planning and contingency response on short notice. Job summary: As the Project Plan Manager for Emergent Operations, you will develop, maintain, and integrate project plans supporting contract execution, resource management, schedule performance, and cost management, the same core project planning discipline expected of Project Plan Managers across the ILS2 program. What distinguishes this position is the added requirement to apply that same planning discipline to emergent operations: crisis action planning, contingency response, and rapid re-planning when campaigning priorities are displaced by regional crises, natural disasters, or other government-directed events. Success in this role requires strong project planning fundamentals and the agility to pivot between long-range program planning and time-compressed crisis response planning.

Primary Responsibilities.
- Develop, maintain, and integrate project plans supporting contract execution, resource management, schedule performance, cost management, and operational objectives.
- Establish planning frameworks, milestones, dependencies, performance measures, and project execution strategies used to manage projects from initiation through closeout.
- Coordinate with program leadership, technical teams, and government customers to ensure project plans reflect current requirements and priorities.
- Monitor project performance and recommend corrective actions to maintain schedule, cost, and quality objectives.
- Rapidly adapt project plans and resource allocations in response to emergent operations, regional crises, contingencies, and other government-directed events, in coordination with the program's crisis action planning team.
- Apply standard project planning discipline to crisis action planning and contingency response products, ensuring plans remain executable, resourced, and schedule-driven even under compressed timelines.
- Provide guidance and day-to-day direction to a supporting Journeyman-level planner.
Basic Qualifications
- Bachelor degree and 12 – 15 years of prior relevant experience or Masters with 10 – 13 years of prior relevant experience
- Demonstrated experience developing and managing project plans within a DoD, federal, or defense industry environment.
- Working knowledge of DoD contracting and understanding of FAR, DFARS, military, and government regulations.
- Experience supporting crisis action planning, contingency planning, or emergent/no-notice operations within a DoD, federal, or defense industry environment.
- Strong problem-solving, organizational, and verbal/written communication skills, with the ability to adapt communication style to suit different audiences.
- Active Top Secret (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) access required prior to start.
Preferred Qualifications
- Experience working with USPACOM, subordinate Commands, and Pacific/Strategic Partner Nations.
- PMP certification (or equivalent project management certification).
- Master's degree in Project Management, Business Administration, or a related discipline.
- Experience managing projects within a large IDIQ, task order, or similar contract environment.
- Familiarity with modern project management software (Microsoft Project, Primavera P6, Jira, or similar).
- Experience with the Joint Operation Planning and Execution System (JOPES) or comparable crisis action planning tools.
