The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.
SPAs NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage.
We have a near-term need for a Space Theater Component Sr. Program Analyst to provide onsite support out of Ramstein, GE.
Responsibilities
The candidate will support the ACT Space Branch Program Management Team (PMT) in the delivery, synchronization, and implementation of the NATO Space Capability Programme (CPP) across all tranches and associated projects. Support the Space Theatre Component (STC) in integrating NATO Space capabilities into operational planning and execution activities and coordinate operational requirements and user feedback among the STC, SHAPE, ACT, NCIA, NSPA, and national space organizations. S upport the development, refinement, and implementation of program artifacts, including project proposals, implementation plans, program reviews, risk registers, dashboards, and capability roadmaps. Support the operational validation of CPP capabilities and their integration into NATO command-and-control structures; support the synchronization of Operational Space Support (OSS), Space Domain Awareness (SDA), and Space Domain Coordination (SDC) capabilities and associated dependencies; and assist in the development of operational procedures, playbooks, and coordination mechanisms for space-enabled operations, including space capability considerations. S upport training, exercises, and experimentation activities involving space capabilities; contribute to program governance activities, PMT meetings, Bi-SC coordination mechanisms, and senior leader engagements; assist with the identification and prioritization of operational capability gaps and associated requirements; and contribute to the assessment of operational impacts and lessons learned related to the employment of space capabilities. Support the identification, analysis, and mitigation of program risks, interdependencies, and critical paths across all space projects, as well as supporting NATO exercises, operational experimentation, evaluations, and lessons learned activities involving space capabilities. S upport experimentation, wargaming, operational demonstrations, and exercises, including Arctic Sentry, Cosmic Sentinel, and related activities; contribute to operational acceptance activities, readiness assessments, and transition planning; support engagement with industry and commercial space actors in support of NATO Commercial Space Strategy implementation; and prepare briefings, analyses, and recommendations for STC leadership while supporting PMT activities and briefings. D irectly support the STC and will be required to travel to meetings and conferences within and outside NATO boundaries for up to 30 days per year. Perform additional tasks as required by the Contracting Officer's Technical Representative (COTR) at HQ SACT, in close coordination with STC leadership, related to the assigned labor category.

Qualifications
Required:
- Bachelor's degree in systems engineering, computer science, aerospace engineering, or related discipline (five years of experience accepted in lieu).
- Active National and/or NATO Secret (or above) clearance.
- 5+ years of experience within NATO capability development, program management, or defense acquisition.
- 3+ years of operational experience within NATO or national space operations.
- 3+ years of operational knowledge of C2 systems within the last 10 years either as a military officer or as a civilian.
- Demonstrated experience in space operations integration within NATO or national commands.
- Demonstrated knowledge of NATO Space policy, CPP governance, and PMT processes.
- Experience supporting multinational programs and senior-level governance bodies.
- Program and Project Management experience in the past 10 years within a complex and dynamic program environment.
- Working knowledge of Configuration Management methods and practices.
- Working knowledge of Capability Architectures.
- Experience with IBM Rational DOORS or equivalent (provide certificates).
- Able to work fully onsite based on client needs.
