Program Operations Manager

Position Summary
Infopact is seeking an experienced Program Operations Manager to support an anticipated, large-scale federal services program. This individual will oversee Infopact personnel and subcontractors working across geographically dispersed locations.
The Program Operations Manager will coordinate staffing, onboarding, subcontractor performance, compliance, reporting and operational readiness. The position requires experience managing federal contracts, subcontractors and distributed workforces.
Responsibilities
Manage Infopact’s program personnel and assigned subcontractors.
Monitor staffing, vacancies, candidate pipelines, onboarding and employee retention.
Coordinate background checks, credentials, facility access, system access and mandatory training.
Ensure subcontractors meet staffing, qualification, reporting and performance requirements.
Lead recurring subcontractor status and performance meetings.
Review subcontractor deliverables, invoices, labor hours and supporting documentation.
Track program risks, issues, corrective actions and management decisions.
Prepare staffing dashboards, performance reports and executive briefings.
Coordinate with contracts, finance, HR, security, quality and program leadership.
Oversee compliance with applicable Service Contract Labor Standards, wage determinations and benefit requirements.
Escalate staffing, access, compliance and subcontractor-performance problems before they affect service delivery.
Support rapid contract transition and operational-readiness activities.
Required Qualifications
Bachelor’s degree in business, management, human resources, finance or a related field.
Eight or more years of federal contract or program-management experience.
Five or more years of experience managing subcontractors or distributed workforce operations.
Experience with staffing, onboarding, invoicing, performance reporting and corrective-action management.
Familiarity with Service Contract Labor Standards and federal wage determinations.
Strong written, verbal, analytical and organizational skills.
Ability to manage multiple subcontractors, locations, deadlines and stakeholders.
Proficiency with Microsoft Excel, PowerPoint and program-management or reporting tools.
Ability to travel periodically and satisfy federal suitability and access requirements.
Preferred Qualifications
PMP or another recognized project-management certification.
Department of Defense or U.S. Army contracting experience.
Experience supporting programs with 50 or more geographically dispersed personnel.
Experience managing a rapid federal contract transition.
Experience with SCA-covered employees or subcontractors.
Experience developing staffing and performance dashboards.
