Position Summary

Infopact is seeking an experienced Program Operations Manager to support an anticipated, large-scale federal services program for the U.S. Army. This individual will oversee Infopact personnel and subcontractors delivering workforce development, training, career-transition, and Soldier-readiness support across geographically dispersed Army installations and service locations.

The Program Operations Manager will be responsible for coordinating staffing, onboarding, subcontractor performance, compliance, reporting, training delivery, and operational readiness. The position requires demonstrated experience leading large-scale, enterprise-level programs supporting workforce development, training, Soldier readiness, or transition-related mission requirements.

The successful candidate must be able to manage a distributed workforce, maintain consistent service delivery across multiple locations, and coordinate effectively with Army stakeholders, installation leadership, subcontractors, and corporate support functions.

Responsibilities
Manage Infopact program personnel and assigned subcontractors across geographically dispersed Army installations and service locations.
Support the execution of workforce development, training, career-transition, and Soldier-readiness services aligned with Army transition-related mission requirements.
Maintain operational consistency, service quality, and staffing readiness across all supported locations.
Monitor staffing levels, vacancies, candidate pipelines, onboarding activities, employee retention, and workforce capacity.
Coordinate the recruitment and deployment of qualified counselors, trainers, site leads, administrative personnel, and other program staff.
Coordinate background checks, credentials, installation access, facility access, system access, mandatory training, and other deployment requirements.
Ensure program personnel and subcontractors meet position qualifications, training requirements, performance standards, and contractual service-delivery requirements.
Ensure subcontractors satisfy staffing, qualification, reporting, invoicing, compliance, and performance requirements.
Lead recurring subcontractor status, staffing, operational-readiness, and performance-review meetings.
Monitor program delivery against transition-assistance objectives, training schedules, staffing plans, performance measures, and contractual requirements.
Coordinate with site leads and program leadership to address service-delivery issues, staffing gaps, training requirements, and installation-specific needs.
Review subcontractor deliverables, invoices, labor hours, staffing records, and supporting documentation for accuracy and compliance.
Track program risks, issues, dependencies, corrective actions, and management decisions through resolution.
Develop and maintain staffing dashboards, vacancy reports, training-completion reports, performance metrics, and executive briefings.
Analyze workforce and program-performance data to identify trends, service-delivery risks, staffing challenges, and opportunities for improvement.
Coordinate with contracts, finance, human resources, recruiting, security, quality, and program leadership.
Oversee compliance with applicable Service Contract Labor Standards, wage determinations, health and welfare requirements, and other labor obligations.
Support quality-control activities, internal reviews, customer assessments, and corrective-action plans.
Escalate staffing, access, compliance, training, service-delivery, and subcontractor-performance problems before they affect mission execution.
Support rapid contract transition, incumbent workforce capture, phased site activation, knowledge transfer, and operational-readiness activities.
Maintain effective communication with government program leadership, installation stakeholders, subcontractors, and corporate management.
Promote standardized operating procedures and consistent customer service across all supported locations.

Required Qualifications
Bachelor’s degree in business, management, human resources, workforce development, education, training, finance, public administration, or a related field.
Eight or more years of federal contract, program-management, or program-operations experience.
Demonstrated experience leading large-scale workforce development, training, Soldier readiness, career-transition, or comparable human-capital programs.
Experience managing enterprise-level programs across geographically dispersed organizations, installations, or service-delivery locations.
Five or more years of experience managing subcontractors, distributed workforce operations, or multi-site service-delivery teams.
Experience supporting programs that require coordination among program leadership, government stakeholders, site personnel, subcontractors, and corporate support functions.
Experience with staffing, recruiting, onboarding, employee deployment, invoicing, performance reporting, risk management, and corrective-action management.
Experience monitoring program performance against staffing requirements, service levels, training objectives, deliverables, and contract performance standards.
Ability to manage multiple subcontractors, locations, deadlines, workforce categories, and stakeholder priorities.
Familiarity with Service Contract Labor Standards, federal wage determinations, and applicable employee benefit requirements.
Strong written, verbal, analytical, organizational, and stakeholder-management skills.
Demonstrated ability to develop executive briefings, staffing reports, operational dashboards, and performance analyses.
Proficiency with Microsoft Excel, PowerPoint, Teams, SharePoint, and program-management or reporting tools.
Ability to travel periodically to Army installations and other program locations.
Ability to satisfy federal suitability, installation-access, and system-access requirements.

Preferred Qualifications
Direct experience supporting the Transition Assistance Program, Soldier transition services, or comparable Department of Defense career-transition programs.
Experience managing workforce development, employment-readiness, career counseling, training, or Soldier-readiness programs.
Experience working with Army commands, installation leadership, transition centers, or geographically dispersed military organizations.
Experience leading programs supporting 50 or more personnel across multiple installations or service-delivery locations.
Experience managing counselors, trainers, facilitators, site leads, or other professional service-delivery personnel.
Experience managing a rapid federal contract transition, including incumbent capture, onboarding, credentialing, knowledge transfer, and phased operational deployment.
Experience with Service Contract Labor Standards-covered employees or subcontractors.
Experience developing staffing, training, workload, service-delivery, and performance dashboards.
Experience using workforce and operational data to identify staffing risks, performance trends, and corrective actions.
Project Management Professional certification or another recognized program- or project-management certification.
