Copperhead Technologies, an operating firm of Command Holdings, is seeking a Senior Joint Training Requirements Specialist to serve on a potential effort supporting the National Guard Bureau’s Joint Doctrine, Training & Force Development Directorate (NGB-J37).

The Joint Training Requirements Specialist (JTRS) supports the National Guard Bureau Joint Doctrine, Training & Force Development Directorate (NGB-J37) under a non-personal services contract. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. This requirement is for the Contractor to provide Joint Training Requirements Specialists Subject Matter Experts (SMEs) to support the 54 States and Territories, JFHQ Staff, and other National Guard (NG) organizations that support domestic operations, as defined in the PWS. The NGB-J37 functions as the staff proponent for National Guard Bureau's joint training readiness analysis, ensuring these functions are integrated and complementary through utilization of the Joint Training System (JTS) of record, Joint Training Tool (JTT), Joint Exercise Life Cycle (JELC) support, Joint Lessons Learned Information System (JLLIS), and Defense Readiness Reporting System (DRRS).

Responsibilities may include, but are not limited to:
  • Conducting JFHQ-State support visits to provide joint training services, preparing and conducting workshops and/or developing training to improve or enhance focus areas for joint training readiness.
  • Serving as an Observer, Controller, Trainer (OC/T) during exercises or training events when requested by the JFHQ-State, territory, or NGB.
  • Being present during the execution of state or territory hosted training exercises or events when COR approved, notifying the COR immediately of any inability to attend along with potential replacements.
  • Providing detailed trip reports and an Executive Summary (EXSUM) within three business days of completing a training event or trip.
  • Conducting support visits with states and territories as directed by the J-37 COR/Branch Chief, which may occur on site or via teleconferences or Video Teleconferences (VTC).
  • Providing training to JFHQs-State/territory to improve and enhance their Joint/Agency Mission Essential Task Lists (J/AMETL), Subordinate Task Lists, and Joint Training Plans (JTP).
  • Assisting in supporting Joint Staff Subordinate Organizations in the development of J/AMETLs, which are state/territory specific tasks based on JFHQ Commander's assessment and are utilized in determining training assessments.
  • Assisting in the review of JTPs for subordinate organizations and other commands/agencies to ensure alignment with the JFHQ Commander's/Director's plans and schedules, and providing expert advice in authoring the draft JTP.
  • Using the JTS and JELC process to support the 54 JFHQs-States/territories in designing, planning, preparing, executing and evaluating on average 15 joint training events.
  • Creating and presenting briefings with appropriate graphics for conferences, working groups and meetings addressing Training Transformation, Joint Operational Framework readiness, and the Joint Training System, submitted for review five business days prior to distribution or presentation.
  • Conducting support visits as directed by the J-37 COR/Branch Chief, with prioritization guidance provided by the Government and approval required prior to committing to any visits.

This position is contingent on contract award.

Expected salary range: $85,000-$105,000

Work Environment:
  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
  • Ability to sit at a computer terminal for an extended period of time.
  • Ability to work in confined areas.

    Physical Demands:
    • While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.
    • Employee is often required to sit and use their hands and fingers to operate a computer.
    • Ability to drive a motor vehicle in environments including city, highway, and rural roads CONUS and OCONUS.
    • Must be able to occasionally lift and/or move up to 50 pounds.


    Travel:
    • 11-20% / Occasional travel.

    Basic Qualifications
    • Associate’s degree.
    • Current, active Secret security clearance.
    • Outstanding communication skills, influencing abilities, and client focus.
    • Demonstrated proficiency in using all Microsoft Office applications.
    • 10+ years of Joint Training experience.
    • Must have expert knowledge of the Joint Training System and Joint Doctrine.
    • 10+ years of experience in a National Guard, staff, or headquarters.
    • Expert knowledge of the National Guard Bureau, Guard missions, and subordinate organizations.
    • 3 years of experience and demonstrated expertise in operational planning and executing combined and joint operations at the theater or force component level.
    • Ability to operate in a virtual environment (i.e. conducting meetings via Microsoft Teams or similar tools).
    • Ability to operate with limited daily guidance and supervision; Expertise in advanced management and organizational skills.
    • Experience in JTIMS and/or JTT as an expert user to include JMSEL Tool.
    • 3 years of experience in operational plans, contingency plans, crisis action planning (unit or HQ level).
    • Expertise in oral and written communication.
    • Outstanding communication skills, influencing abilities, and client focus.
    • Professional proficiency in English is required.
    • Demonstrated proficiency in using all Microsoft Office applications.
