Job Description

Duties

  • Serve as the senior operations staff officer responsible for planning, coordinating, and integrating corrections operations, plans, and training programs across the Army Corrections System (ACS).
  • Develop operational plans, analyses, estimates, technical data, and recommendations used by senior leadership to establish priorities, allocate corrections resources, and support command decision-making.
  • Plan and schedule operational activities; determines operational methodologies, work procedures, and priorities to accomplish command objectives; and adjusts operational priorities and resources.
  • Monitor operational performance and identify issues affecting confinement operations, providing recommendations to improve efficiency, security, and mission effectiveness.
  • Plan and schedule work; assign and review work; evaluate employee performance; provide technical and administrative guidance; and resolve employee issues and complaints.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position requires the employee to pass a Criminal History Background Check. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense.
  • This position requires the employee to undergo testing for tuberculosis prior to entry on duty and annually thereafter.
  • Position requires the employee to complete the ACC Pre-Service Training program emphasizing the responsibilities to maintain security and control of prisoners, appropriate staff /prisoner interaction and understanding the rules of prisoner conduct.
  • The incumbent will comply with the strict provisions established by ACC policy and local facility/activity policy on staff standards of conduct.
  • All ACC employees are required to take 40 hours of training annually. Employees will receive basic training in prisoner supervision and security as well as specialized training in their field.
  • All confinement facility personnel shall have no civilian felony convictions or court-martial convictions for any offense with a maximum authorized sentence to confinement of over one year.
  • Section 639 of Public Law 106-554 requires agencies to remove law enforcement officers from employment as law enforcement officers if they are convicted of a felony.
  • Department of Defense Instruction, Number 1325.07 states all confinement facility personnel shall possess a high degree of maturity.
  • IAW The Prison Rape Elimination Act, the MCC may not hire or promote anyone who may have contact with prisoners, has engaged in sexual abuse in a prison, jail, lockup community conferment facility, juvenile facility, or other institution.
  • Personnel who enter the Military Corrections Complex (within or outside the fence line) consent to inspection of their person and property, including their vehicle.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Applicants and employees must be physically and mentally able to perform efficiently the essential functions of the position without hazard to themselves or others. A pre-employment and annual physical is required.
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.

Medical Requirements

The following requirements apply to employees occupying positions covered by 0006 series standard, as well as to applicants for such positions.

Applicants and employees must be physically and mentally able to perform efficiently the essential functions of the position without hazard to themselves or others.

Experience: Experience must be directly related to include substantial involvement with a correctional program and provides a thorough knowledge of correctional techniques, or experience in meeting and dealing with people and demonstrates the ability to work effectively with prisoners and associates in a correctional environment. The experience must also demonstrate the ability to perform supervisory or administrative duties successfully. This includes (1) understanding the problems of custody, treatment, training, and release of prisoners of penal or correctional institutions; (2) a thorough and comprehensive knowledge of an institution's internal policies, programs, regulations, and procedures; and (3) training subordinates, coordinating and directing activities and functions, evaluating performance of operations and the effectiveness of programs, and maintaining high standards or work objectives. This experience must have been gained in an administrative position, or in other positions that included the successful direction, or assistance in the direction of, an entire correctional program or a major phase of such a program.

Required qualifying specialized experience includes: (1) Assisting with providing analysis and recommendations on correctional policies and guidance materials to ensure high quality standards are maintained and (2) Conducting planning and operational support for corrections operations for long-term incarceration and execution of prisoners.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
