Specialized Experience: One year of specialized experience which includes, managing public health emergency response activities to mitigate emerging, complex, or high-consequence public health threats; applying public health emergency management principles or epidemiologic information to assess threats or appropriate interventions; coordinating multidisciplinary teams or stakeholders across enterprise-level partners to manage public health emergency program elements; AND analyzing complex or often incomplete public health emergency information to provide authoritative recommendations or briefs to senior leaders. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Additional information
- Analyze, integrate, and synthesize scientific, epidemiologic, operational, and response-related information to assess emerging public health threats, inform enterprise-wide response efforts, and provide recommendations to senior DHA leaders.
- Coordinate multidisciplinary military and civilian public health subject matter experts and enterprise-wide rapid response teams in assessing and responding to emerging public health threats.
- Exercise delegated authority and independent judgment to address complex, novel, and potentially controversial public health issues affecting DHA readiness and operations.
- Prepare and deliver executive-level briefings and recommendations to senior DHA leadership, military and civilian stakeholders, and external partners concerning emerging threats, response options, operational risk, and recommended courses of action.
- Coordinate communications and information exchange across DHA, Defense Health Networks, military organizations, and external partners to synchronize preparedness and response activities and resolve complex operational issues.
- Develop and maintain processes for managing the quality of public health emergency management information and products, ensuring consistency, scientific soundness, timeliness, and alignment with applicable public health guidance.
- Integrate contributions from multiple subject matter experts and organizational stakeholders to develop enterprise-wide solutions, resolve complex operational challenges, and establish best practices across Defense Health Networks.
- Evaluate, manage, and coordinate preparedness and response initiatives; monitor significant actions and emerging issues; and advise senior management on planning and implementing response strategies.
- Analyze complex, incomplete, or conflicting scientific, epidemiologic, policy, and operational guidance to determine appropriate courses of action for novel or unprecedented public health emergencies.
- Develop new processes, analytical approaches, methodologies, and operational strategies when existing guidance is insufficient or not directly applicable to emerging threats and public health emergencies.
- Build consensus and influence senior leaders, subject matter experts, and organizational stakeholders to accept and implement recommendations involving significant, complex, or controversial public health emergency preparedness and response issues.

- A Personnel Security Investigation is required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access. A pre-employment and recurring comprehensive background investigations are required.
- This position is required to be screened for and obtain necessary immunizations/vaccinations (hepatitis, influenza, etc.), unless exempted by a licensed physician.
- This position is required to work uncommon tours of duty hours such as, on-call, working either fixed or rotating shifts, evenings, weekends and/or holidays.
- This position is designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent may be required to report to work or remain at work as scheduled to support mission operations.
