Job Description

Duties

  • You will develop and maintain IT strategic and business support plans, ensure the security and integrity of MSC data and networks, and advise on policy, organizational, contractual and fiscal management issues.
  • You will manage the Communications CIVMAR Mobile Training Team to support workforce development.
  • You will develop training strategies to provide C4 systems and network expertise to the Communications CIVMAR workforce using both local classroom and onboard training methods
  • You will provide direction to staff and contractors in analyzing and evaluating assigned IT and training to determine their overall quality and effectiveness, including curriculum, instructor and cost effectiveness.
  • You will prepare, collect and report metrics that monitor and validate workforce readiness including the analysis of workforce data to assess the fit and fill status.
  • You will plan, assess, conduct and research, and provide recommendations and corrective actions on the effectiveness of program operations.
  • You will assess needs and/or provide updates as directed by management, develop plans, procedures and methods to correct or improve existing training programs or to initiate new training programs to meet training needs or management requirements

  • This is a Cyberspace Workforce position, work role code (802), proficiency level (Intermediate)) the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • You will be required to obtain and maintain a U.S. Passport.
  • The incumbent must obtain the required credentials within 12 months of appointment and maintain those credentials as described in SECNAV M-5239.2 for DCWF role of (802 - IT Specialist (PLCYPLN) proficiency level (Intermediate).
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
Qualifications

GS-13 Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience providing technical support for networks, C4 systems, cyber monitoring and training, documentation to users, ensuring smooth technology operations and user proficiency.
  • Experience creating and maintaining materials, including documentation and guides for internal and external operational maintenance of all systems as presented by training institutes and processing financial requirements.
  • Experience assessing communications and network training needs, and initiatives that are trained tailored to operational programs and systems.
  • Experience processing, analyzing, developing, implementing, and evaluating internal operational readiness for training.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Experience: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
