Job Description

Overview

The Special Security Technician provides comprehensive security support to the USINDOPACOM Sensitive Compartmented Information (SCI) Security Program , supporting administrative, personnel, information, and physical security functions within the USINDOPACOM Headquarters and Joint Intelligence Operations Center (JIOC).

The position supports the protection of classified and Controlled Unclassified Information (CUI), SCIF operations, personnel security processing, security education and awareness, physical security assessments, and compliance with applicable Department of Defense (DoD) and Intelligence Community (IC) security policies and regulations.

Responsibilities

  • Provide security-related customer service and assistance to employees, visitors, liaisons, and mission partners.
  • Support access control for USINDOPACOM HQ and JIOC facilities, including mass ingress/egress, emergency evacuations, drills, and special events.
  • Conduct security walk-throughs and inspections to ensure compliance with established security policies and procedures.
  • Identify and correct potential security deficiencies and assist with reporting security incidents in accordance with local policies.
  • Support Security Education, Training, and Awareness (SETA) initiatives.
  • Draft, review, and update security policies, procedures, SOPs, and other guidance based on DoD and command directives.
  • Maintain security-related SharePoint sites, documentation, and approved resources.
  • Support security activities across multiple functional areas as mission requirements dictate.
Information Security
  • Support the USINDOPACOM SCI Information Security Program.
  • Conduct internal security assessments using established inspection criteria and checklists.
  • Identify security deficiencies, document corrective actions, and provide recommendations to strengthen the overall SCI security program.
  • Provide guidance on the proper handling, safeguarding, and marking of classified information and CUI.
  • Process courier requests and prepare courier cards and travel authorization documentation.
  • Maintain accountability records for issued and destroyed courier credentials.
  • Prepare classified information for authorized transmission and transportation.
  • Maintain classified material inventories and support proper destruction and disposition of classified materials.
  • Process reported or suspected security incidents and maintain associated electronic and hard-copy records.
  • Prepare security incident documentation and identify trends or recurring security concerns.
  • Maintain searchable tracking systems and repositories for security incidents, DD Forms 254, Other Controlled Activities (OCAs), Special Security Representatives (SSRs), and related security information.
  • Execute SETA activities, including:
    • Newcomer security orientation.
    • Annual security training.
    • Refresher training.
    • Security awareness materials.
    • Computer-based training.
    • In-person and virtual briefings.
    • Recorded presentations and reference materials.
  • Serve as a witness for the authorized destruction of Top Secret, Special Access Program (SAP), SCI, and other classified materials .
  • Support Defense Courier Service (DCS) activities, including preparation, pickup, receipt, delivery, and accountability of classified documents and materials.
Personnel Security
  • Support the USINDOPACOM SCI Personnel Security (PERSEC) Program.
  • In-process and out-process assigned and attached personnel.
  • Execute nondisclosure agreements and conduct security indoctrinations, initial security briefings, and debriefings.
  • Create, maintain, and update personnel security records and files.
  • Establish and discontinue security relationships within applicable personnel security systems of record.
  • Process incoming and outgoing clearance certifications and visit access requests, including VARs and PERMCERTs .
  • Review security investigation documentation for completeness and accuracy.
  • Initiate and submit personnel security investigations using applicable systems, including NBIS/eApp and other authorized investigative platforms.
  • Maintain security clearance investigation status reports, access rosters, and badge reports.
  • Maintain personnel security information within LENEL or similar access-control repositories.
  • Enter and maintain security information within applicable personnel security systems of record.
  • Track and process reports of security incidents involving personnel.
  • Maintain active and inactive electronic and hard-copy personnel security files in accordance with records-management requirements.
  • Process:
    • SCI eligibility and nominations.
    • Systems access requests.
    • Polygraph requests.
    • Pre- and post-foreign travel documentation.
    • Security clearance verification requests.
  • Issue security access badges in accordance with established PERSEC policies and procedures.
  • Brief visitors on security procedures, including:
    • Escort requirements.
    • Protection of classified information and CUI.
    • Electronic device and media restrictions.
    • Prohibited items.
  • Brief designated escorts on their security responsibilities.
  • Support foreign visits under the Defense Foreign Visitor Program .
  • Coordinate foreign visitor processing with the Foreign Disclosure Office and other appropriate organizations.
  • Conduct or coordinate required records checks associated with foreign visits.
Physical Security
  • Support the USINDOPACOM SCI Physical Security (PHYSEC) Program.
  • Maintain searchable records and databases covering:
    • SCI Facilities (SCIFs).
    • Combination locks.
    • Standard Form 700 Security Container Information.
    • Alarm testing.
    • Alarm response testing.
    • Physical security assessments.
  • Conduct physical security assessments of buildings and workspaces to ensure compliance with applicable DoD, Intelligence Community, and command physical security requirements .
  • Identify deficiencies and recommend appropriate mitigation measures.
  • Support physical security requirements associated with facility construction plans and projects.
  • Support SCIF management and accreditation activities, including:
    • SCIF, Temporary SCIF (TSCIF), and Temporary Secure Working Area (TSWA) documentation.
    • Co-Utilization Agreements.
    • Accreditation reports.
    • Preconstruction documentation.
    • Fixed Facility Checklists.
    • Formal security correspondence.
    • System for Anti-Terrorism and Security Operations (SASO) information.
  • Support semiannual alarm testing and annual alarm-response testing.
  • Research and recommend physical security enhancements, equipment, and technologies, including:
    • Electronic Security Systems (ESS).
    • X-ray screening equipment.
    • Metal detectors.
    • Portable Electronic Device (PED) storage.
    • Other facility security enhancements.
  • Support maintenance, repair, removal, replacement, and accountability of security locks.
  • Maintain associated lock and maintenance records.
  • Process Personally Owned Portable Electronic Device (PED) requests.
Security Administration
  • Provide administrative support to the overall USINDOPACOM SCI Security Program.
  • Prepare and coordinate security staff packages and track staffing actions through completion.
  • Draft and review security policy memoranda, plans, SOPs, and other guidance based on command and DoD directives.
  • Coordinate security activities, meetings, inspections, travel, taskers, and other requirements with security leadership.
  • Maintain:
    • Security personnel rosters.
    • Recall and accountability rosters.
    • Leave and TDY trackers.
    • Organizational charts.
    • Executive-level mission briefings.
  • Draft, assign, coordinate, and track internal and external security taskers.
  • Support the integration of foreign partners into the USINDOPACOM staff while ensuring the protection of classified information and CUI.
  • Coordinate with physical security, information security, personnel security, cybersecurity, and foreign disclosure personnel to establish appropriate foreign-partner access and security requirements.
  • Develop security SOPs, procedures, and training supporting foreign-partner integration.
  • Ensure procedures appropriately address physical security, access controls, information storage, and unauthorized disclosure prevention.
  • Coordinate security procedures and training with Foreign Disclosure requirements.
  • Support designated contact officers responsible for foreign-partner integration.
  • Conduct security briefings, orientations, facility walk-throughs, and other training for foreign partners regarding USINDOPACOM security policies, responsibilities, and reporting requirements.


Qualifications

  • Bachelor's degree or equivalent combination of education and experience.
  • Minimum of 5 years of relevant security experience.
  • Experience supporting SCI security programs within a DoD, Intelligence Community, or similar classified environment.
  • Experience with SCIF accreditation and inspections .
  • Proficiency with personnel security processing tools and systems of record, including DISS and related DoD personnel security systems.
  • Experience with personnel security investigation platforms such as e-QIP, NBIS, and/or eApp .
  • Knowledge of laws, regulations, directives, policies, and procedures governing DoD security programs, including:
    • Personnel Security.
    • Information Security.
    • Physical Security.
    • Industrial Security.
    • SCI security requirements.
  • Knowledge of DoD and Intelligence Community information technology and cybersecurity environments, including NIPRNet, SIPRNet, and JWICS .
  • Understanding of the Federal Enterprise Architecture (FEA) and DoD enterprise architecture concepts.
  • General knowledge of operational, procedural, and technical standards supporting interoperability between DoD and other federal agencies.
  • Working knowledge of Records Message Traffic (RMT) and the Automated Message Handling System (AMHS) .
  • Proficiency with Microsoft Office , including Word, PowerPoint, Excel, and Access.
