Job Description

SABG is hiring a Civil Engineer to support Engineering Support Services for the 50th Civil Engineer Squadron (50 CES) at Schriever Space Force Base (SSFB), Colorado Springs, Colorado.

Travel: Minimal to none. This position is performed on-site at Schriever Space Force Base.

This position is contingent upon contract award.

JOB TITLE: Civil Engineer

LOCATION: Schriever Space Force Base, Colorado Springs, Colorado (Building 210)

ESSENTIAL DUTIES AND RESPONSIBILITIES: Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position.

Provide non-personal civil engineering support for the full lifecycle of facilities and infrastructure projects on a military installation. This includes performing expert-level design, comprehensive project planning, and diligent construction management and monitoring to support critical military missions and real property assets.

• Perform comprehensive planning and design for substantial, multi-phase new construction, renovation, and improvement projects for real property facilities and complex utility systems, preparing detailed design calculations, cost estimates, project schedules, technical drawings, specifications, and Statements of Work.

• Provide technical input and written recommendations during source selections and technical evaluations when requested by the Government, reviewing design documents, technical proposals, and change order packages.

• Plan, program, budget, and execute a wide range of engineering projects by assessing project validity, feasibility, and economic and environmental impacts, using Government-approved cost-estimating tools and supporting competition for funding through Air Force corporate processes such as AFCAMP.

• Serve as a primary technical consultant and project coordinator, liaising with engineers, architects, planners, contracting officers, tenant organizations, and external construction agents such as the U.S. Army Corps of Engineers and Naval Facilities Engineering Systems Command.

• Collect, evaluate, and analyze technical data affecting facilities and infrastructure using advanced computer tools such as CADD, GIS, BIM, and other Government-approved modeling programs, conducting field surveys and quantitative analyses to support data-driven decisions.

• Comply with all applicable health, safety, and environmental rules and procedures, ensuring federal, state, local, and Department of the Air Force codes and standards are consistently interpreted and applied throughout the programming, design, and construction phases.

• Provide reviews and recommendations on project submittals for Government approval weekly.

• Review project Requests for Information (RFIs) and provide recommendations for Government response weekly.

• Conduct project statement of work reviews and project design reviews monthly.

• Generate Statement of Work (SOW) packages monthly.

• Participate in field investigations as directed by the Government's authorized representative.

• Provide recommendation reports to project stakeholders addressing requirements and constructability on a bi-weekly basis.

SUPERVISION: This position has no supervisory responsibilities.

EDUCATION AND EXPERIENCE:

• Bachelor's degree in civil engineering from an ABET-accredited program and at least 5 years of relevant civil engineering experience. Structural engineering experience is desired but not required.

• Professional knowledge of civil engineering concepts, principles, and practices, with strong familiarity with architectural, electrical, mechanical, and structural disciplines.

• Comprehensive knowledge of applicable engineering and construction standards, contracting regulations, health and safety requirements, and environmental laws.

• Proficiency in automated data processing, program planning, and budgeting cycles, including financial control systems.

• A high degree of skill in aesthetic and functional design techniques, drafting, and preparing complete project documentation.

• Ability to plan, conduct, and record detailed site and facility surveys and inspections, and to apply results to recommend timely and economical engineering solutions.

COMPUTER SKILLS:

• Skills in operating a personal computer and standard office equipment.

• Must have proficiency in a variety of computer software applications in word processing, spreadsheets, and database (MS Office: Word, Excel, PowerPoint, Outlook).

• Proficiency with CADD, GIS, BIM, and other Government-approved engineering modeling programs.

Ability to effectively present information and respond to questions from commanders, senior leaders, and project stakeholders.

MATHEMATICAL SKILLS: Ability to apply advanced mathematical concepts, including algebra, geometry, trigonometry, and engineering calculations, to design and cost-estimating situations.

REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to question activities and issues in all functional areas and make sound business decisions based on that data.

Job duties are performed in a combination of an office environment and outdoor construction and facility environments on a military installation. When on active construction sites, the employee may be exposed to moving mechanical parts, elevated noise levels, dust, and varying outdoor weather conditions, and must wear personal protective equipment (PPE) as required (e.g., hard hat, safety vest, safety footwear). The noise level in the office environment is usually low to moderate and can be moderate to high on active construction sites.
