Title: Analyst, Management III (ANM3)
Location: Washington Navy Yard and NSWC Crane, Indiana (Government and Contractor Sites)
Clearance Requirement: Active Secret at time of award; must remain eligible for Top Secret/SCI
Reports To: AFORGE Program Manager
Position Overview:
The Management Analyst III provides senior program-management, scheduling, and decision-support expertise across the Washington Navy Yard and NSWC Crane. The position integrates project schedules, milestones, resources, technical dependencies, stakeholder inputs, and operational information into a current management picture for Code GXP leadership and Strategic Systems Programs stakeholders.
Key Responsibilities:
• Lead collection, review, reconciliation, and analysis of programmatic, technical, schedule, resource, cost, and operational information.
• Develop and maintain integrated schedules and Level 0 management views; analyze critical paths, float, resource conflicts, and milestone risk.
• Provide recommendations for resolving schedule, resource, organizational, and execution conflicts across multiple projects and stakeholders.
• Coordinate program reviews, technical meetings, milestone events, data calls, visitor engagements, and leadership communications.
• Prepare executive briefings, decision packages, status reports, correspondence, milestone charts, and operational assessments.
• Maintain action and decision logs; assign ownership, monitor commitments, and drive issues through verified closure.
• Facilitate collaboration among SSP offices, NSWC Crane organizations, Branch Managers, Chief Engineers, Task Leads, and industry partners.
• Provide strategic guidance on program controls, reporting, schedule integration, process improvement, and management visibility.
Required Qualifications:
• Bachelor's or advanced degree in a business or technical field.
• Ten years of experience in engineering/science management, operations-research analysis, or financial/cost analysis, including significant experience in U.S. Navy programs or operations.
• At least ten years of experience supporting Strategic Systems Programs.
• Active U.S. Government Secret clearance at the time of award and ability to obtain and maintain a Top Secret/SCI clearance.
• Ability to support work at the Washington Navy Yard and NSWC Crane as required.
Preferred Qualifications:
• Advanced degree in business, engineering management, operations research, or a related technical discipline.
• Experience leading integrated scheduling, technical-review governance, executive reporting, and multi-organization coordination for SSP.
• Advanced proficiency with Microsoft Project, Excel, PowerPoint, Teams, SharePoint, or PowerApps.
