In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade GS-13, NH-03, or equivalent in other pay systems. Specialized experience is described as the ability to serve as an Acquisition Program/Project Manager, directing or supporting the activity of a funded acquisition effort; evaluate proposed laws, regulations, and policies to provide recommendations for implementation; perform specialized assignments and projects in connection with various acquisition situations.
An Ideal Candidate would possess the following:
1. Expert knowledge of federal, DoD, USAF, and state government, and local specific guidelines and business practices, including statutes, regulations, policies and procedures, and the different contract types and methods of payment.
2. Considerable knowledge of business practices and market conditions applicable to acquisition requirements.
3. Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, AFMC, and other entities that govern, interface with, and/or influence the acquisition management process.
4. Knowledge of computer applications such as Microsoft Word, Excel, and Power Point; considerable knowledge of SharePoint required.
5. Skilled at communicating, both orally and in writing, clearly, concisely, and with technical accuracy; and ability to establish effective working relationships with others.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

- Maintain expert and current knowledge in and provide expert technical surveillance over acquisition laws, policies, procedures, information systems, and business practices relative to AFICC/AQ's functional responsibilities.

- Project Management Professional (PMP) and/or Continuous Process Improvement Black Belt/Green Belt certifications are desirable.
- Critical thinking skills to identify problems and use sound judgment and decision-making to generate and evaluate alternatives and make recommendations.
- Ability to effectively engage with AFICC leadership including ESS Commander, Directors of Business Operations, and their associated mission partners to ensure mission needs are met.
