Business Analyst / Project Manager

Location: Arlington, VA - Hybrid/Telework
Onsite Requirement: Minimum 1 day per week; candidates must live within driving distance of Arlington, VA
Pay: $66.50/hr W2 OR $78.50/hr 1099
Contract: 8 months to start, extension likely
Citizenship: U.S. Citizenship required
Clearance: Must be eligible for a Position of Public Trust

Overview
We are seeking a Business Analyst / Project Manager to support multiple concurrent technology initiatives involving application development, IT operations, information security, cloud infrastructure, end-user systems, and AI service integrations.

This role combines hands-on business analysis with project management responsibilities, including requirements gathering, stakeholder coordination, UAT, project planning, risk and issue tracking, and delivery oversight across both Agile and Waterfall environments.

Key Responsibilities

• Develop, coordinate, track, and manage multiple simultaneous projects of varying scope and complexity
• Support cross-functional teams spanning application development, IT operations, infrastructure, and information security
• Meet with stakeholders and SMEs to gather and document business, functional, and technical requirements
• Translate conceptual requirements into detailed, actionable business and functional requirements
• Maintain and update requirements documentation throughout the project lifecycle
• Communicate requirement and project changes to appropriate stakeholders
• Develop and coordinate User Acceptance Testing plans with SMEs
• Coordinate execution and completion of UAT activities
• Document and track project risks, issues, changes, dependencies, and milestones through resolution
• Manage projects across the full development lifecycle from analysis through implementation
• Monitor project milestones, POA&Ms, and risks related to FedRAMP, Zero Trust, and enterprise infrastructure initiatives
• Use ServiceNow and GitHub to manage workflows, issues, tasks, and milestone health
• Coordinate Agile delivery across multi-cloud infrastructure, virtual server environments, end-user technology, and AI integrations

Required Qualifications

• U.S. Citizenship required
• Must meet requirements for a Position of Public Trust
• 2-3+ years of business analysis experience
• 3-5+ years of project management experience
• Experience gathering and documenting business, functional, and technical requirements
• Ability to translate conceptual requirements into actionable requirements and project deliverables
• Experience managing projects from analysis through implementation
• Proven ability to manage multiple projects simultaneously
• Experience with both Agile and Waterfall methodologies
• Experience with ServiceNow and GitHub
• Experience supporting multidisciplinary technical teams
• Experience working with multi-cloud infrastructure, virtual server environments, end-user systems, or AI service integrations
• Experience tracking risks, issues, POA&Ms, and milestones
• Familiarity with FedRAMP, Zero Trust controls, and enterprise network infrastructure
• Understanding of software and/or systems development lifecycles
• Strong communication and interpersonal skills
• Strong organizational and prioritization skills
• Ability to balance business analysis and project management responsibilities
• Self-starter capable of succeeding in a fast-paced environment

Preferred Qualifications

• Degree in Business Analysis, Project Management, Information Technology, or a related discipline
• Business Analysis certification
• Project Management certification
• Experience supporting federal technology programs
• Experience coordinating UAT across technical and business stakeholder groups
• Experience with cloud modernization, cybersecurity, or infrastructure initiatives

Clearance & Eligibility Requirements

• Must be a U.S. Citizen

• Must have lived in the United States for the past 5 years
• Cannot have more than 6 months of international travel within the past 5 years, excluding U.S.-based work or military service

• Telework position with a minimum of 1 day per week onsite in Arlington, VA
• Candidates must live within reasonable driving distance of Arlington
• Extension beyond the initial 8-month contract is likely
• Role requires balancing both BA and PM responsibilities across multiple concurrent technical initiatives
