Serco is seeking a full-time SharePoint Records Management and Information Governance Specialist to support the Joint Staff J-7 Deputy Directorate for Joint Training and Exercises (DDJTE) Programs and Operations Division, in Suffolk, Virginia. This position serves as the lead for enterprise records management, document governance, SharePoint Online administration, and information lifecycle management across the Joint Training Enterprise (JTE). The successful candidate will modernize legacy shared drives, migrate organizational data into Microsoft 365 SharePoint Online, establish/support records management policies, conduct training with stakeholders, and ensure compliance with Department of Defense (DoD), National Archives and Records Administration (NARA), Federal Records Act, and Joint Staff information governance requirements.
Working closely with Government Information Management (IM), Knowledge Management (KM), Cybersecurity, and functional stakeholders, you will develop a structured, searchable, and compliant enterprise information environment that improves collaboration, protects official records, and enables rapid information discovery while supporting FY26 Performance Work Statement (PWS) knowledge management, collaboration, records management, and digital modernization requirements.
This position is contingent upon the ability to maintain/transfer an active U.S. Department of Defense (DoD) Secret security clearance with the ability to obtain a Top Secret/SCI clearance.

In this role, you will:
- Lead enterprise SharePoint Online records management and information governance initiatives, designing and administering Microsoft 365 collaboration environments, information architecture, metadata, taxonomies, document libraries, permissions, and governance standards.
- Plan and execute migration of legacy shared drives into SharePoint Online while developing enterprise file plans, records inventories, retention schedules, and document lifecycle processes in compliance with the Federal Records Act, NARA, DoD, and Joint Staff records management requirements.
- Configure and manage Microsoft Purview retention labels, retention policies, records declarations, disposition reviews, version control, auditing, role-based security, and access controls to protect Controlled Unclassified Information (CUI), Personally Identifiable Information (PII), and other sensitive information.
- Develop governance documentation, standard operating procedures (SOPs), user guides, dashboards, Key Performance Indicators (KPIs), and reporting metrics to monitor repository health, migration progress, records compliance, storage utilization, and overall information governance effectiveness.
- Support audits, litigation holds, records freezes, Freedom of Information Act (FOIA) searches, and other enterprise records management activities while collaborating with cybersecurity, Information Management (IM), Knowledge Management (KM), and Government stakeholders.
To be successful in this role, you will have:
- An active U.S. Department of Defense (DoD) Secret security clearance with the ability to obtain a Top Secret/SCI clearance.
- A U.S. Citizenship.
- A Bachelor's Degree or higher from an accredited institution with a minimum of 2 years of experience; or specialized technical training and certifications directly related to the requirement.
- OR an Associate's degree from an accredited institution with 5 years' of experience directly related to the requirements; or specialized technical training and certifications directly related to the requirement.
- Experience implementing enterprise records management solutions and administering Microsoft SharePoint Online and Microsoft 365.
- Experience migrating enterprise shared drives into SharePoint Online.
- Experience implementing Microsoft Purview retention labels and records management capabilities.
- Experience developing governance documentation and user procedures.
- Strong written and verbal communication skills.
- Train and advise Government and contractor personnel on SharePoint Online, Microsoft Teams, records management, information governance, and Microsoft 365 collaboration best practices to improve enterprise knowledge sharing and compliance.
- Leverage approved Artificial Intelligence (AI), Microsoft Power Automate, Power Apps, and other Microsoft 365 capabilities to automate records management processes, enhance document classification and metadata generation, improve enterprise search and knowledge discovery, and increase operational efficiency.
- The ability to travel up to 10%.
Additional Desired Experience and Skills:
- Active Top Secret or TS/SCI eligibility.
- Microsoft certifications such as Microsoft 365 Administrator, Microsoft Information Protection Administrator, SharePoint Administrator Associate, and Microsoft Power Platform certifications are highly desired.
- Demonstrated experience administering Microsoft 365 technologies, including SharePoint Online, Microsoft Purview, Microsoft Teams, Power BI, Power Apps, and Power Automate, supporting enterprise collaboration, records management, workflow automation, and compliance.
- Experience supporting Department of Defense (DoD) organizations, including the Joint Staff, Combatant Commands, Military Services, or other Federal agencies, with a strong understanding of Information Management (IM), Knowledge Management (KM), records management, and information governance principles.
- Demonstrated expertise in enterprise records management, information architecture, metadata and taxonomy design, document lifecycle management, content migration, data governance, enterprise search optimization, governance policy development, technical documentation, and business process improvement.
- Experience integrating Artificial Intelligence (AI) capabilities to enhance document classification, metadata generation, enterprise search, knowledge discovery, and workflow automation using approved Government technologies.
