Position contingent upon award of contract, government acceptance of candidate, and positive adjudication of government investigation.
Position Summary:
The Senior Financial Management Analyst provides functional and technical systems expertise and support to the Federal Emergency Management Agency (FEMA) - Financial Operations Team. Specifically:
Essential Duties & Responsibilities
•Perform comprehensive financial transaction cleanup activities, including research, reconciliation, correction, and validation of accounting records to improve financial reporting accuracy and audit readiness.
•Utilize Redhawk financial management and AI/Automation tools to identify, analyze, and resolve complex financial transaction discrepancies, abnormal balances, and data integrity issues across multiple financial systems.
•Conduct risk management assessments and internal control reviews to evaluate compliance with federal financial regulations, agency policies, and established financial management practices.
•Support the development, coordination, and preparation of annual Statements of Assurance by gathering documentation, assessing control effectiveness, identifying deficiencies, and tracking corrective action plans.
•Analyze Government Travel Charge Card (GTCC) activity to identify delinquency trends, improper usage, potential fraud indicators, and compliance violations, recommending corrective actions as appropriate. Conduct analysis on financial, accounting, and budgetary trends impacting the client's operations
•Leverage data analytics and automated monitoring tools to detect financial anomalies, fraud risks, improper payments, and control weaknesses, supporting proactive risk mitigation efforts.
•Collaborate with financial managers, auditors, resource managers, and program stakeholders to resolve problem transactions and implement process improvements that strengthen financial stewardship.
•Develop and maintain detailed documentation, audit trails, and management reports supporting financial reconciliation efforts, internal controls testing, and corrective action initiatives.
Education & Experience Requirements
Education
• Bachelor's Degree in Computer Science, Statistics, Mathematics or a related field
Clearance
• Active Secret clearance required
Experience:
•5 years of experience in Federal Financial Management, using Federal Financial Systems to assist with Accounting operations and financial management efforts
•Some proficiency with Automation tools and data and analytics platforms; UiPath and/or Microsoft Power Platform (PowerBI, PowerAutomate, Power Apps, etc.)
•Must be willing and able to travel as required
•Knowledge of DHS Systems and Data Analytics/Big Data Platforms and Automation tools
•U.S. CITIZENSHIP REQUIRED
