Job Description

Duties

  • Manages, allocates, and executes complex federal budgets, including General Funds (GF) Investment accounts and Defense Working Capital Funds (DWCF), to support agency wide programs and ensure proper use and distribution of funds.
  • Analyzes the impact of federal financial legislation, regulations, and Office of Management and Budget (OMB) circulars to design, implement, and improve fund control procedures and ensure compliance across the organization.
  • Performs complex financial analyses of budgetary data to provide strategic recommendations, authoritative guidance, and advisory services to senior leaders and external stakeholders.
  • Lead the direction of the control and distribution of appropriated investment funds and Defense Working Capital Funds (DWCF) authority during the year of execution, Mid-Year Review (MYR), and End of Year (EOY) processes.
  • Monitors and tracks the use and distribution of appropriated and defense working capital funds, prepares financial reports from the status of funds, and recommends reprogramming actions to meet agency short- and long-term goals.

Qualifications

SPECIALIZED EXPERIENCE:
For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service.

Specialized experience is defined as: Experience directing the formulation, justification, execution, and monitoring of complex financial programs and organizational budgets; OR experience developing and implementing internal financial controls to ensure compliance with strict laws and regulations; OR experience conducting complex financial analysis to present strategic funding recommendations and briefings directly to executive-level leadership or external oversight bodies.

In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. There is no substitution of education for specialized experience at the GS-14 grade level.
