Job Description

Serves as the Business Systems Analyst and JIRA Administrator for pre-production efforts. Responsible for formulating systems scope and objectives relative to the organization's business plan and industry requirements, and acts as a member of a project team responsible for providing technical guidance concerning the business implications of the application of various systems. This position requires many years of experience with requirements and with setting up and managing projects and sprints in JIRA, along with many years of experience in Agile methodologies. Scrum Master experience is useful, and experience transitioning an organization from waterfall to Agile is a bonus.

*Position is contingent upon contract award.*

Responsibilities:

  • Set up, configure, administer, and manage the JIRA environment supporting delivery - including projects, workflows, permissions, boards, sprints, dashboards, and integrations.
  • Manage sprint planning, backlog grooming, and sprint execution within JIRA across the delivery workstreams.
  • Gather, document, and manage system requirements, maintaining traceability from requirement through sprint execution.
  • Apply Agile methodologies across the program and support Scrum ceremonies and cadence.
  • Support the transition of delivery practices from waterfall to Agile where applicable.
  • Identify, capture, and report key performance measures and indicators necessary to articulate progress, tied to industry best practices, standards, and benchmarking; establish an initial baseline within 30 days of contract award and provide monthly reporting against it.
  • Define and maintain project burn-up/burn-down performance reporting established at the Project Baseline Review.
  • Support the JPMO in planning, execution, and reporting requirements, and assist in the creation, update, management, and analysis of data supporting the Integrated Master Schedule.
  • Integrate JIRA with the CI/CD pipeline and test management tooling to provide end-to-end delivery visibility.
  • Provide technical guidance concerning the business implications of the application of various systems.
  • Other duties as assigned.


Qualifications:

Years of Experience: Four (4) years

Education Level: BS/BA in Information Systems, Business, Engineering, or a closely related discipline, or equivalent additional relevant experience.

Clearance Requirements: Secret. Must possess IT-II Non-Critical Sensitive security clearance or Tier 3 (T3) at time of proposal submission.

Certification Requirements: Must hold a Project Management certification (i.e., Project Management Professional (PMP) certification or other equivalent/recognized Project Management certification)

Any other work-related qualifications needed for the role:

  • Many years of experience setting up and managing projects and sprints in JIRA.
  • Many years of experience in Agile methodologies.
  • Scrum Master experience would be useful.
  • Experience moving an organization from waterfall to Agile is a bonus.
  • Demonstrated experience gathering and managing system requirements.
  • Per the JETS 2 LCAT: must have experience working with DOD Lifecycle management, DOD 5000.1, 5000.2 and Guidebook, PPBE, DPATS system engineering tool, Defense Acquisition Management Information Retrieval (DAMIR) System reporting format for DAES, OSD report, and SAP products for Enterprise Resource Planning.
  • Must have experience with the following programs: MS Suite, Word, Excel, Access, Project Management, and PowerPoint.
  • Extensive experience working highly complex IT systems. Resume must demonstrate experience working legacy system upgrades, modernization, legacy system transition, data migration and/or system analysis and design. Priority given to personnel with demonstrated experience performing functional and technical solutions decomposition that enables solutions analysis and design, and demonstrated experience implementing solutions with respect to modern database design and modern software languages within the federal Government, specifically within the DoD. AI/ML experience is preferred.
  • Travel to on-site meetings in Columbus, OH (Onsite once per month (average) up to 3 days.)
