Position Description

Under the direction of the Contracting Services Department (CSD) Sr. Manager of Strategy, this Training Lead position will support the Training Program. The position will assist the Strategy team with coordination of maintaining existing training materials and the creation of new materials, in alignment with initiatives as part of the overall CSD portfolio. The Training Lead will be responsible for planning in support of the CSD Training Program vision, outlined by the Sr. Manager of Strategy, developing the course and material inventory, coordinating training creation and communications with Process Owners and SMEs, and overseeing the transition and maintenance of documents to SharePoint as a central repository of strategy resources.

Primary Duties

Training Program Support: Support content for CSD Training Program communications and training delivery, develop and maintain comprehensive Training Plan, coordinate execution with Process Owners and SMEs, coordinate Lab-wide communications with partners and customers, recommend templates and tools, provide guidance on messaging and coordinate regular cadence for updates to CSD Training Program central SharePoint site.

  • Needs Assessment: Partner with key stakeholders to identify competency gaps and determine specific training requirements across different departments.
  • Program Design & Development: Create comprehensive curriculum plans, including interactive activities, instructional materials, e-learning modules, and user manuals.
    • This role will stay in communication with the HR Organization Development team and keep up to date with the best training practices and methods
  • Team Leadership & Mentoring: Provide direct guidance, coaching, and support to internal training staff regarding adult learning concepts and delivery techniques.
  • Instruction & Delivery: Facilitate engaging learning experiences through various mediums, such as in-person classroom instruction, virtual webinars, and on-the-job coaching.
  • Evaluation & Optimization: Apply assessment tools to measure knowledge retention and track training outcomes against business goals, updating methodologies based on feedback.
  • Administration & Logistics: Manage training calendars, maintain training records, and handle resource allocation or vendor coordination.
  • Strategic Communications: Design, coordinate, consolidate, review, and share strategic communications artifacts on behalf of CSD (e.g., CSD Annual Report)


Minimum Qualifications

  • Bachelor's degree is required. A degree in Business Management, Marketing / Communications, or related field is desirable but not required
  • 5-10 years of applicable work experience specifically training program design and development, instruction and delivery
  • High proficiency with MS Office products (Word/Excel/PowerPoint) is required
  • Strong interpersonal skills for managing relationships with stakeholders
  • Ability to work collaboratively with cross-functional teams within the organization
  • Self-starter and detail-oriented capable of independently tracking and following up on commitments
  • Efficient time management skills to handle multiple responsibilities and meet deadlines
  • Instructional Design Expertise: Strong grasp of adult learning methodologies, curriculum development, and learning management systems (LMS) and tools such as Articulate, Synthesia, SharePoint, etc.
  • Leadership Capabilities: Proven ability to delegate tasks, resolve team issues, and guide instructors toward shared learning objectives
  • Communication Skills: Excellent oral and written communication to effectively present information and collaborate seamlessly with Lab staff and management. Delivery presentations to Lab-wide forums and sponsor/stakeholder meetings.
  • Analytical Thinking: Ability to interpret performance metrics and translate training evaluations into actionable program improvements
  • Graphic Design: Ability to create on-brand, pleasing, easy-to-grasp instructional materials. Experience with presentation design, poster design, document design, technical illustrations, and photo manipulation.
  • Ability to obtain and maintain a government security clearance is required


Hiring Range: $99,300 -$131,600
