Position Description:
The MILCON and FSRM Program Manager for HQ USSF leads strategic planning, programming, and advocacy for Space Force infrastructure investments. The role translates mission needs into executable projects by developing facility requirements, preparing DD1391s, prioritizing funding, and defending programs through the PPBE cycle. The manager coordinates with AFCEC, base civil engineers, and DAF stakeholders to monitor execution, manage risk, and ensure installations are postured for mission success. This position requires deep DoD civil engineering and PPBE experience to navigate staff processes and secure resources.

Required Skills:
- Bachelor's degree is required
- DAF/DoD Civil Engineering Expertise - Extensive experience (typically 12+ years) in MILCON/FSRM programming, execution, and portfolio management
- PPBE Process Mastery - Deep understanding of planning, programming, budgeting, and execution cycles, including defending requirements to DAF and congressional stakeholders.
- Technical Writing & Staff Package Development - Ability to produce high quality DD1391s, cost estimates, white papers, and senior leader briefings.
- Cross Agency Coordination - Skilled at navigating HQ USSF, DAF, AFCEC, and installation level processes to synchronize infrastructure planning and execution.
- Analytical & Strategic Assessment Skills - Ability to evaluate infrastructure requirements, prioritize investments, and assess mission impacts using validated engineering and financial data.
- Mission Focused Decision Support - Capable of advising leadership with data driven recommendations that optimize infrastructure readiness for Space Force missions.
- Headquarters experience with staffing approval packages for facility requirements.
- Civil Engineer experience in the US Air Force or US Space Force highly desired.
