Responsibilities:
· Provide Contingency and International Program Support for real world contingencies in support of Department of War (DoW) senior leadership decision making.
· Compile, organize, interpret, and analyze relevant and large volumes of budget and financial data for contingency programs in partnership with stakeholders
· Create dashboards and summary reporting to support decision-making.
· Collect and integrate financial data and apply the appropriate analytic methods to develop reports and briefings.
· Review, reconcile, and report financial data against plans, forecasts, and budget targets to generate summary and detail reports and executive level information papers.
· Coordinate and staff draft products with stakeholders to produce consolidated, coordinated products.
· Utilizing Planning, Programming, Budgeting, and Execution (PPBE) knowledge and experience – assist in the development of answers for DoW senior leadership’s budget and workload questions to assist with the submission of budget materials (e.g., supplemental, etc.) to the Office of Management and Budget and Congress.
· Document financial requirements for contingency programs aligned to OUSW(C) and DoW strategic plans and initiatives, designing and testing the integration and accuracy of financial data into the War Data Platform (formerly Advana).
· Provide support for the submission quality check process for all financial information and coordinating with the agencies to resolve data discrepancies.
· Coordinate with system managers to identify, recommend, and review potential improvements to data collection and War Data Platform (formerly Advana) system functionality.
· Assist with the distribution and consolidation of Requests for Information (RFIs) from internal and external organizations. For example, an RFI could be a congressional inquiry initiated by Congress requiring the DoW to conduct an investigation into an area of interest. A RFI could also be a request from DoW senior leadership or another Federal Government agency requesting information.
· Perform Data collection/consolidation in support of RFIs and assist in the preparation of responses.
· Assist with the development of Standard Operating Procedures (SOPs). Provide support in compiling data and information for closure of audits and timely submission of congressional reports.
$100,000 - $150,000 a year
Required:
· Must possess a Secret clearance
· BA/BS/BBA degree from an accredited college/university
· Master’s degree plus 10 years of experience – Or Additional six years of experience in a related field is required if the individual does not have a master’s degree.
· Willing to work onsite at the Pentagon daily
· At least three years of experience with DoW financial management analytics and reconciliations
· Demonstrated experience using the DoW War Data Platform (formerly Advana)
· Demonstrated proficiency using Microsoft Office Suite to include Word, Excel, and PowerPoint
· Demonstrated analytical and problem-solving skills. Must have the ability to quickly understand both business and technical concepts.
· Demonstrated experience translating business requirements into technical requirements.
· Demonstrated experience working directly with customers.
· Demonstrated customer service abilities.
· Demonstrated experience multi-tasking across multiple projects.
· Excellent writing skills and the ability to quickly deliver quality written products in constrained time periods
· Must have outstanding communication skills to effectively collaborate with various stakeholders across DoW
· Must have experience in managing customer expectations and working directly with customers on various ad hoc requests
Preferred:
· Extensive experience in translating stakeholder requirements into executable solutions
· Experience with Congressional supplemental funding requests
