LOGISTICS MANAGEMENT SPECIALIST

Duties

• Primary RED FLAG-Alaska scheduler and mission validator for unilateral aircrew training support to include aerial delivery sling load training, and other air transportation related support.
• Serves as Senior Air Transportation/Logistician providing advice and assistance to the squadron leadership on best business processes and operations performance/efficiency.
• Operates/Dispatches and coordinates Vehicle Maintenance repairs on a variety of Material Handling Equipment (MHE), Tow Tractors/ Long Term GSA vehicles and other airfield assorted equipment and vehicles.
• Operates a variety of Material Handling Equipment (MHE) and other vehicles.

• This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Incumbent of this position is subject to the possibility of a random drug test.
• This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Logistics Management Series 0346, Administrative and Management Positions

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of methods, procedures, and skills in evaluating and performing logistics operations to identify and meet statedexercise objectives and training requirements. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of deployment operations carried out by administrative or professional personnel, or substantiveadministrative support functions. Knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources (people, money, or equipment) in the area studied. Knowledge of commonly used cargo movement terminology and general operations of transportation processes to perform a variety of standard and nonstandard assignments. Knowledge and understanding of cargo receipt, storage, special handling, loading/offloading equipment, and related cargo processing aspects.

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

• Knowledge of methods, procedures, and skills in evaluating and performing logistics operations to identify and meet stated exercise objectives and training requirements.
• Knowledge of established rigging trade practices and techniques to select and install weight-handling gear used in lifting, moving, air dropping, and positioning a variety of large and heavy objects.
• Knowledge of air transportation fundamentals to include hazardous materials movement, munitions handling, joint inspection and joint airdrop inspection.
• Knowledge of established safety and occupational health principles, practices, procedures, laws, and regulations related to the safety program, risk assessment methods, and techniques for evaluating occupational safety and health risks.
• Ability to determine and apply appropriate unilateral aircrew training and aerial delivery load fabrication, assembly and reconstitution techniques using standard shop mathematics, (weight, fractions, equations, and measurements), assigned tools and tool control procedures.
• Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options concerning logistic operations. Ability to operate motor vehicles such as crane trucks, forklifts, flatbed trucks, and other vehicles of various sizes and capabilities; including performing routine vehicle maintenance.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
