Position Title: Deputy Program Manager / RMIC Program Lead
Location: Arlington, VA (onsite support)

Position contingent upon award of contract, government acceptance of candidate, and positive adjudication of government investigation.
Position Summary:
Serving as both Deputy Program Manager and senior RMIC technical lead, this position is responsible for day-to-day execution of the ARNG Risk Management and Internal Control (RMIC) Program. As the operational leader of the contract, the Deputy PM integrates enterprise risk management, internal control assessments, corrective action planning, Statement of Assurance (SOA) preparation, and jurisdictional support activities into one standardized operating framework across all 54 ARNG organizations.
This position also serves as Acting Program Manager when required.
Essential Duties & Responsibilities
• Direct day-to-day contract operations across all eight PWS task areas.
• Build and maintain the enterprise RMIC framework aligned to OMB Circular A-123, FMFIA, the GAO Green Book, DODI 5010.40, and AR 11-2.
• Lead A-123 implementation, enterprise risk assessments, and internal control reviews across headquarters, functional directorates, and the 54 jurisdictions.
• Oversee Test of Design and Test of Effectiveness planning, execution, and documentation to GAO standards.
• Manage the Corrective Action Plan lifecycle, including owners, milestones, aging, escalation, and closure validation.
• Lead Quarterly Risk Reviews and production of the Consolidated Quarterly Risk Report.
• Coordinate the annual March 15 SOA, including the assurance calendar, evidence gates, OPR/OCR certification, and final leadership review.
• Prioritize and sequence mobile support engagements jointly with the RMF Division.
• Prepare executive reporting and leadership briefings.
• Provide technical leadership and mentoring to RMIC analysts.
• Serve as Acting Program Manager during Program Manager absences.
Education & Experience Requirements
Education
• Bachelor's Degree in a related field (Accounting, Finance, Business Administration, or Public Administration)
Clearance/Certification(s)
• Active Secret clearance
• CPA, CIA, CGFM, CRMA, or equivalent certification strongly preferred
Experience:
• 12+ years of federal RMIC / internal controls experience
• 8+ years leading OMB Circular A-123 programs
• Experience preparing annual Statements of Assurance
