Job Description

Location: Cambridge, MA

Security Clearance: SECRET

This role is Hybrid and can also be located in Reston, VA.

The Director Government Property & Shipping serves as an integral senior member of the Supply Chain organization and provides strategic leadership and oversight for all aspects of government property (equipment and material) and the shipping/receiving operations.


This role ensures compliance with all federal, state, and local regulations (including DFARS, FAR, and DoD Property Management regulations), drives operational efficiency, and safeguards the integrity and accountability of government funded resources.


The incumbent sets the vision, defines policy, and leads a multidisciplinary team of property administrators, shipping/receiving staff, and support staff, partnering closely with operations, engineering, contracting, finance, legal, and mission critical stakeholders—while ensuring strict compliance with federal regulations and DoD directives to align property and shipping/receiving strategies with the organization’s overall mission objectives.


Duties/Responsibilities


  • Design and execute a long‑term Government Property Management & Shipping/Receiving strategy that aligns with organizational goals, budget constraints, and evolving federal regulations.

  • Drive technology adoption (RFID, asset tracking platforms, AI enabled analytics) to enhance visibility and decision making.

  • Serve as the primary liaison for all internal and external audits and inspections and develop and execute remediation plans.

  • Build and sustain relationships with government and key industry partners to facilitate seamless movement and/or disposition of property.

  • Lead the development of a comprehensive Government Property Management (GPM) charter, roadmaps, and performance metrics.

  • Collaborate with program offices to align property support with contractual requirements.

  • Champion a culture of compliance, security, and stewardship across the organization

  • Produce annual Government Property Management reports for senior leadership and oversight bodies. Communicate property status, risks, and performance to internal and external stakeholders. Advise senior leadership on risk, policy changes, and emerging best practices affecting government property and logistics.

  • Ensure all property activities comply with federal Property Management regulations clause 52.245-1, Defense Federal Acquisition Regulation Supplement (DFARS) Clauses 252.245-7003 and 7005, and other contractual requirements.

  • Responsible for reviewing government contracts and proposals, ensuring a consistent and holistic approach to the management of government property.

  • Ensure GFP (Government-Furnished Property) contractual requirements are clearly understood, documented in program materials, and executed accordingly.

  • Direct end‑to‑end shipping/receiving processes for all government and company owned property, ensuring timely and cost‑effective delivery.

  • Oversee the selection, qualification, and performance management of third‑party carriers and freight forwarders.

  • Champion continuous‑improvement efforts that improve property management and drive shipping efficiency, reduce transit‑time, and lower transportation spend.

  • Ensure all hazardous, perishable, or classified items are packaged, labeled, and handled in accordance with applicable safety and security regulations.

  • Develop and conduct periodic training for staff on property management, shipping regulations, and security best practices.

  • Office and/or warehouse environment with some travel to offsite locations and subcontractor facilities.



Skills/Abilities


  • Deep working knowledge and application of FAR, DFARS, DODIs, MIL standards, and other applicable government statutes.

  • Understanding and application of PIEE and DPAS.

  • Proficiency with ERP/Asset Management systems and analytics tools.

  • Demonstrated experience managing multi‑billion‑dollar property portfolios in a federal or defense environment.

  • Experience conducting or leading government audits, inspections, and corrective‑action processes.

  • Excellent written and oral communication; ability to present complex information to executives, auditors, and external partners.

  • Strong capability to negotiate logistics contracts and manage vendor performance.

  • Proven track record of implementing process improvements that resulted in measurable cost savings and efficiency gains.

  • Strong track record of building high performing teams, influencing senior leaders, and driving cultural change.

  • Strong financial acumen – budgeting, cost analysis, and contract management experience.

  • Additional Information Technology/Information Systems experience preferred.



Education


  • Bachelor’s degree in business administration, Supply Chain Management, Engineering, or a related field (master’s preferred).

  • Certified Professional Property Administrator (CPPA) or other professional certification by the National Property Management Association (NPMA) is required.



Experience


  • 15 years of progressively responsible experience in government property management, with at least 5 years in a senior leadership role.

  • Hybrid Cambridge or Reston – must report into the office a minimum of 3 days per week or as needed.



Current in scope Secret security clearance required.
