Duties
The primary purpose of this position is: as an ART position, to manage all operations resource and aviation management activities by using the Aviation Resource Management System (ARMS) for all flying personnel in the squadron. ARMS is a sophisticated data collection and retrieval system used by commanders to manage aircrew training and qualification. Additionally, provides training to reservists in the accomplishment of tasks set forth herein.
DUTIES:
DUTY 1: Plans, organizes and directs the activities of Operations Data Management ensuring aviation resource management comply with legal and regulatory requirements and meet customer needs. Directs, controls and monitors the operation and maintenance of the Aviation Resource Management System (ARMS). Establishes operating procedures to ensure the timely and accurate processing of all aviation management data. Assures ARMS operates and is utilized as an integral part of the Operational and Training program and in conformity with governing instructions, procedures and policies established by higher headquarters, as well as complying with the assigned program requirements. Collects and evaluates management data pertaining to ARMS operations, including policies, work operations and progress, identifying actual or potential problem areas and/or trends. Formulates and recommends changes, corrective action or new methods and programs to ensure efficiency, economy and balance of operative programs. Verifies flight data documents. Receives, validates and processes inputs and source documents which relate to Air Force requirements and resource record maintenance. Compiles, audits and summarizes transaction data for ARMS and identifies problems and trends. Plans and coordinates real-time access to the information in ARMS, prints products in support of day-to-day operations. Monitors daily file maintenance through periodic reviews of transaction registers, related source documentation, and development/utilization of deferred and immediate inquiry techniques for quality control purposes. Reviews the file monitor and reject transaction registers. Purges and analyzes discrepant and/or delinquent actions and assists work centers in preventing and resolving difficulties with ARMS. Consults with all aircrew members to obtain flying related data. Coordinates with squadron training officers. Briefs members concerning obligations incident to incentive pay qualification, flight physicals and physiological training requirements and schedules accordingly. Explains matters effecting individual's aviation career status and requirements for active or inactive flying status. Compiles data and briefs aircrew members preparing for separation, relocation, retirement or disqualification. Ensures data recorded in the systems and provided toother users, through computer interfaces, are accurate. Maintains specific data pertaining to resources, including status data for flying personnel and some support personnel; months of operations flying duty in accordance with the Aviation Career Incentive Act; qualification data and total flying hours and sort data; individual requirements for flying; and flying pay qualifications.
DUTY 2: Is responsible for all flight incentive pay actions. Ensures all aircrew members receives the appropriate type of flight incentive pay. Ensures incentive pay is validated against the Entitlement Verification Listing from the local Accounting and Finance Office (AFO) quarterly (January, April, July and October.) Monitors all flying accomplished by aircrew members in conditional incentive pay status. Ensures prior to certifying the Military Pay Order (MPO) the individual has valid aeronautical orders, a current medical recommendation for flying duty, and a physiological training record and has qualified by meeting the incentive pay requirements. Ensures the standards imposed by the Aviation Career Incentive Act (ACIA) of 1974, the ACIA of 1989, the National Defense Authorization Act (NDAA) of1996 and the NDAA of 2000 are met by all aircrew members and the appropriate MPOs are published when members meet or fail to meet standards.
DUTY 3: Performs supervisory personnel management responsibilities for less than four positions. Plans work to be accomplished by subordinates, sets and adjusts priorities, and prepares schedules for completion of work. Develops ways to improve work methods and processes. Provides guidance and advice on work and administrative matters. Approves leave. Evaluates work performance of subordinates. Hears and resolves complaints. Effects disciplinary measures. Identifies and arranges for needed development and training of subordinates. Interviews candidates and makes selections for positions in the office. Applies Equal Employment Opportunity concepts and requirements to actions and decisions and maintains an appropriate working environment. Educates subordinates on and complies with safety and security directives.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position, Miscellaneous Administration and Program Series 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge and experience in applying medical administrative, personnel, training and performance/process improvement concepts, principles, and theories; and qualitative analysis methods relating to the management of the medical unit and the medical force protection programs supporting the wing. EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of college transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay.
