Opportunity
PeopleTec is seeking an experienced Technical Lead - Multi-Domain Cyber to lead the technical execution and growth of advanced cyber capabilities supporting the Department of War (DoW), Intelligence Community (IC), and Operational Test community.
This individual will serve as the senior technical authority for the organization's multi-domain cyber portfolio, providing technical leadership across offensive and defensive cyber initiatives spanning traditional IT, Operational Technology (OT), RF-enabled cyber, cyber-electromagnetic activities (CEMA), and emerging threat domains. The successful candidate will have a demonstrated history of building technical capabilities and programs from concept to operational execution, leading multidisciplinary engineering teams, and delivering innovative solutions in support of national security missions.
This role requires a strategic technical leader who can bridge research and development with operational execution by developing new cyber capabilities, guiding technical roadmaps, supporting customer engagements, and driving innovation across multiple programs. The Technical Lead will work closely with government stakeholders, program managers, engineers, intelligence analysts, and business development personnel to shape future opportunities, mature emerging technologies, and ensure technical excellence across the cyber portfolio. The individual will also represent the organization externally through technical presentations, conferences, and customer engagements while helping expand the company's presence within the operational test, cyber, and intelligence communities.

Roles & Responsibilities
- Serve as the technical lead for the organization's Multi-Domain Cyber portfolio, providing technical vision and direction across multiple programs.
- Lead the technical execution of offensive and defensive cyber projects supporting DoW and Intelligence Community customers.
- Develop, build and mature new technical capabilities from concept through prototype, demonstration, and operational transition.
- Develop technical strategies and implementation plans for emerging multi-domain cyber capabilities, including cyber, RF, OT/ICS, and cyber-electromagnetic activities.
- Provide technical oversight and mentorship to multidisciplinary engineering and cyber teams.
- Support and participate in operational test events, cyber exercises, demonstrations, and technology evaluations.
- Collaborate directly with government customers, stakeholders, and mission partners to identify requirements and develop innovative technical solutions.
- Guide technical architecture, system design, integration efforts, and technology selection across multiple projects.
- Support portfolio growth by identifying new technical opportunities and contributing to capture efforts, white papers, proposals, and technical responses.
- Partner with portfolio leadership to expand multi-domain cyber work across the Department of War, Operational Test community, and Intelligence Community.
- Conduct research into emerging cyber threats, adversary TTPs, and evolving technologies to inform capability development.
- Lead technical risk identification and mitigation activities throughout project execution.
- Present technical concepts, research, and program accomplishments to government customers, senior leadership, and at industry conferences.
- Represent the organization as a technical subject matter expert within industry working groups, technical exchanges, and customer forums.
- Foster technical innovation through research and development initiatives and the evaluation of emerging technologies.
Qualifications
Required Skills/Experience :
- 10+ years of experience supporting Department of War or Intelligence Community cyber programs.
- Demonstrated experience serving as a technical lead for complex cyber programs or projects.
- Experience establishing and growing technical capabilities or programs from concept through operational execution.
- Strong background in offensive and/or defensive cyber operations.
- Experience supporting Operational Test & Evaluation, developmental testing, cyber assessments, or cyber test environments.
- Demonstrated experience leading multidisciplinary technical teams.
- Strong understanding of cyber operations across multiple domains, including enterprise IT, Operational Technology (OT), RF-enabled systems, embedded systems, and cyber-electromagnetic activities.
- Experience conducting research and development involving emerging cyber technologies, adversary capabilities, and advanced threat emulation.
- Ability to translate operational requirements into technical solutions and system architectures.
- Experience interacting directly with government customers and senior stakeholders.
- Excellent written and verbal communication skills with demonstrated experience presenting technical material to executive and technical audiences.
- Experience supporting business development efforts through technical proposals, white papers, and customer engagements.
- Ability to travel in support of customer meetings, demonstrations, and operational test events.
- Must be a US Citizen
- Active Secret security clearance required; Top Secret/SCI preferred.
Education Requirements :
- Bachelor's degree in Computer Science, Cybersecurity, Computer Engineering, Electrical Engineering, or a related technical discipline (Master's degree preferred).
Desired Skills :
- Experience supporting the Operational Test community (DOT&E, TRMC, Service Operational Test Agencies, or equivalent).
- Experience with cyber threat emulation, red team operations, or adversary TTP development.
- Experience with Operational Technology, Industrial Control Systems, RF-enabled cyber, or cyber-physical systems.
- Familiarity with intelligence-driven cyber operations and integration of threat intelligence into testing or capability development.
- Experience with AI/ML-enabled cyber capabilities, autonomous cyber operations, or advanced analytics.
- Knowledge of agile software development, DevSecOps, and modern systems engineering practices.
- Industry certifications such as CISSP, OSCP, GPEN, GCIH, CISSP-ISSAP, Security+, or comparable cyber certifications.
- Established professional network within the DoW cyber, intelligence, and operational test communities.
- Demonstrated experience presenting at technical conferences, government forums, or industry events.
