Program Manager – DOMOPS Analytical Services
Location: Arlington, VA

The Program Manager provides overall leadership, coordination, and day-to-day program management for the non-personal services Domestic Operations (DOMOPS) Analytical Services contract. This role ensures uninterrupted professional, technical, and analytical support to the National Guard Bureau (NGB) J3/4/7 Operations Directorate and its key divisions (DSS, Continuity Program Management Office/CPMO, Current Operations, Logistics/Engineering & Protection, Future Operations, Cyberspace Operations, Joint Force Development & Training, Combating WMD, and limited J1X support).
The Program Manager serves as the primary contractor point of contact for the Contracting Officer’s Representative (COR), maintains workforce continuity (especially for Emergency Mission Essential and CPMO positions), oversees quality control, and ensures all performance meets or exceeds the Performance Work Statement (PWS) requirements. Performance is primarily at the Herbert R. Temple, Jr. Army National Guard Readiness Center (TARC) in Arlington, VA, with regular support at the Pentagon. Routine telework/remote work is not authorized.

Key Responsibilities
• Lead overall program execution, including planning, resource allocation, risk management, schedule control, and performance monitoring across all supported NGB J3/4/7 divisions.
• Serve as the primary interface with the COR, Contracting Officer, and NGB senior leadership; prepare and deliver executive-level briefings, status reports, and Monthly Progress Reports.
• Ensure continuous, uninterrupted staffing and primary/alternate coverage for crisis-response and Continuity of Operations (COOP) functions, particularly for the Continuity Program Management Office (CPMO).
• Oversee quality control in accordance with the approved Quality Control Plan (QCP) and Performance Requirements Summary; identify, prevent, and correct deficient performance.
• Manage surge option positions (Program Analyst, DSCA Duty Desk Officer, CBRN/CWMD SME) when exercised.
• Coordinate analytical support for shared situational awareness, Mission Assurance/Critical Infrastructure Protection, Force Protection, NSSE/SEAR event planning, cyberspace operations, CBRN/CWMD enterprise support, ADOS program, records management, and related interagency activities.
• Ensure all personnel meet or exceed required security clearances (Top Secret with SCI access as applicable), CAC eligibility, training (AT Level I, iWATCH, OPSEC, DSCA Phase I/II, etc.), and installation access requirements.
• Oversee Service Contract Reporting (SCR), Contract Access Fee (CAF) tracking, travel coordination (within Not-to-Exceed ceilings), and compliance with all applicable security, OPSEC, and information systems policies.
• Mentor and supervise Senior Program Analysts, Program Analysts, DSCA Duty Desk Officers, and CBRN/CWMD SMEs; maintain workforce stability and continuity.
• Support deliberate planning, gap analysis, knowledge management, and interagency coordination with DoD, DHS, FEMA, state/territory National Guards, and other partners.

Minimum Qualifications
• Active Top Secret security clearance (SCI eligibility strongly preferred). Ability to obtain and maintain access to TS facilities (estimated 80% of staff located at TS facilities).
• Education: Bachelor’s degree in public administration, business, national security, emergency management, or a related field. Master’s degree preferred.
• Experience: Minimum 15 years of progressive Federal, state, military, or private-sector experience in program management, policy analysis, or operations, with at least 5–7 years supporting DoD, National Guard, joint, or interagency domestic operations environments. Demonstrated experience leading high-stakes, sensitive programs under minimal supervision. Prefer direct experience with National Guard DOMOPS, Mission Assurance, Continuity of Operations, DSCA, or CBRN/CWMD programs.
• Technical Skills: Proficiency with Microsoft Office Suite, ETMS2 (or equivalent task management systems), and common DoD collaboration tools. Strong ability to interpret complex data, conduct risk assessments, and develop actionable recommendations.
• Knowledge: Working knowledge of DSCA authorities (DoD Directive 3025.18, CARRLL criteria), Stafford Act, NIMS, National Guard Title 32 authorities, Mission Assurance, and Continuity of Operations planning. Familiarity with Joint Publications (e.g., JP 3.0, JP 3.28) preferred.
• Soft Skills: Excellent written and verbal communication; proven ability to brief senior military and civilian leaders; strong liaison and stakeholder management skills across DoD, interagency, state, and local partners; ability to work under pressure during real-world crises and concurrent planning/exercises.
Preferred Qualifications
• Prior experience as a Program Manager or Senior Analyst supporting NGB, ARNG, ANG, or similar joint staffs.
• PMP, DAWIA Program Management certification, or equivalent.
• DSCA Phase I & II completion.
• Experience managing contracts under OASIS, OASIS+, or similar GSA/DoD multiple-award vehicles.
• Background supporting CPMO, NGCC, or Emergency Relocation Group functions.
